HomeMy WebLinkAbout05/09/2006 - Study Session - City CouncilMINUTES CITY COUNCIL CITY OF COSTA MESA May 9, 2006 ADJOURNED REGULAR MEETING (STUDY SESSION) Mayor Mansoor called the Adjourned Regular Meeting of the City of Costa Mesa, California to order at 4:30 p.m., and requested the City Clerk to call the roll: PRESENT: COUNCIL MEMBERS: ALLAN R. MANSOOR ERIC R. BEVER LINDA W. DIXON KATRINA A. FOLEY ABSENT: COUNCIL MEMBERS: GARY C. MONAHAN ALSO PRESENT: ALLAN L. ROEDER, CITY MANAGER KIMBERLY HALL BARLOW, CITY ATTORNEY JULIE FOLCIK, CITY CLERK DONALD LAMM, DEVELOPMENT SERVICES DIRECTOR WILLIAM MORRIS, DIRECTOR OF PUBLIC SERVICES ERNESTO MUNOZ, CITY ENGINEER PUBLIC COMMENTS 1. Jim Kerins, Costa Mesa, stated he would like to see a Mello Roos issue included in the Undergrounding Utilities Survey; Mayor Mansoor advised that the Survey, which included the possibility of increasing the TOT and imposing a utility tax, was discussed at a recent meeting, and the City has elected not to go forward with undergrounding utilities at this time. Mr. Carrens requested that the City look at creative block wall designs and not construct just cinder block walls; especially in the Mesa Verde area; and lastly, he was concerned that the Gisler Bridge'was still an issue and wanted the City to be prepared in the event'other agencies pursued it again. 2. Beth Refakes, Cost Mesa, thanked the City for removing the tree=that was blocking the speed limit sign in the 200 block of Broadway; was not -in favor -of forming a City- wide assessment district for construction of arterial walls, since some areas did not have walls; suggested that the City re-evaluate the design and materials to be used for construction of arterial walls, to avoid providing a graffiti nuisance surface; and advised that in Watershed Area No. 17, at Broadway and Newport, the storm drain always backed up and she would like to see it included in the Drainage Plan. STUDY SESSION ASSESSMENT DISTRICTS FOR THE CONSTRUCTION/RECONSTRUCTION OF ARTERIAL WALLS: William J. Morris, Public Services Director briefed his staff report dated May 2, 2006. Discussion ensued; no action was taken by the City Council. CITY'S MASTER DRAINAGE PLAN UPDATE: Ernesto Munoz, City Engineer briefed his staff report dated May 4, 2006. Discussion ensued; no action was taken by the City Council. EMPLOYEE OF THE MONTH: The City Council reviewed applications for Employee of the Month and the Mayor indicated his preference, absence any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. CLOSED SESSION CLOSED SESSION: The Mayor declared the City Council recessed into Closed Session at 6:10 p.m., to discuss: Public Employment—Chief of Police recruitment, pursuant to Government Code Section 54957(a). AFTER RECESS: The Mayor reconvened the meeting at 6:30 p.m., with all Council Members being present except Council Member Monahan.
