HomeMy WebLinkAbout08/08/2006 - Study Session - City CouncilMINUTES CITY COUNCIL CITY OF COSTA MESA AUGUST 8, 2006 ADJOURNED REGULAR MEETING (STUDY SESSION) Mayor Mansoor called the Adjourned Regular Meeting of the City of Costa Mesa, California to order in City Hall Conference Room 1A, at 4:30 p.m., and requested the City Clerk to call the roll: PRESENT: COUNCIL MEMBERS: ALLAN R. MANSOOR KATRINA A. FOLEY GARY C. MONAHAN ABSENT: COUNCIL MEMBERS: ERIC R. BEVER LINDA W. DIXON ALSO PRESENT: ALLAN L. ROEDER, CITY MANAGER KIMBERLY HALL BARLOW, CITY ATTORNEY LINDA D. RUTH, INTERIM CITY CLERK DONALD LAMM, DEVELOPMENT SERVICES DIRECTOR WILLIAM MORRIS, DIRECTOR OF PUBLIC SERVICES STEVEN STAVELEY, INTERIM CHIEF OF POLICE ROBERT PHILLIPS, DETECTIVE SERGEANT PETER NAGHAVI, TRANSPORTATION SERVICES MANAGER PUBLIC COMMENTS 1. Mike Brumbaugh, Costa Mesa, submitted a list of questions (on file in City Clerk's Office) from his community association relating to sex predators. 2. Diane Hill, Costa Mesa, stated the sex offender issue is of grave concern to the community and encouraged the City Council to make information available to the public. STUDY SESSION PAROLE AND SEXUAL REGISTRANT POPULATION: City Manager Allan Roeder noted for the edification of the assembly that the Governor's High Risk Sex Offender Task Force would be holding a hearing tomorrow in Santa Ana and encouraged people to attend. Detective Sergeant Robert Phillips briefed his City Council Follow Up Report dated July 28, 2006, gave a power point presentation, and distributed copies of the presentation (on file in the City Clerk's Office). Council Member Foley advised she was contacted about nine months prior about a sex offender accompanying his child to a local school campus and questioned what could be done to insure the safety of the other children. Sergeant Phillips responded that there is no policy or agreement with the Newport Mesa School District relating to the issue, but noted that school administrators can access the Megan's Law website. Council Member Foley suggested that Newport Beach and Costa Mesa educate school principals. City Attorney Kimberly Barlow suggested that the City's: trained School Resource Officers (SRO's) could work with the City of Newport Beach- and -the School District. Interim Chief Steven Staveley interjected that the SRO's could train school personnel. Council Member Monahan requested that the SRO's work -with -private schools too; the City Attorney cautioned there are different rights involved:. In response to Council Member Foley, Sergeant Phillips advised thaF23 -registered. sex offenders live in five motels and that some live in areas outside the School District boundaries. He noted that the City has a cooperative relationship with the California Department of Corrections and Rehabilitation to monitor the City's registered sex offender population. City Attorney Barlow noted that Code Enforcement was nearing completion of their research on residential living in motels and that a report would be submitted in the near future. Relating to the questions submitted by Mike Brumbaugh, Interim Police Chief Staveley advised that he has talked with him and he will have a clear understanding of the answers which he can share with other concerned residents. The Mayor thanked the Police Department for the presentation; no action was taken. SANTA ANA RIVER CROSSING (GARFIELD/GISLER AVENUES) STUDY STATUS: Peter Naghavi, Transportation Services Manager, briefed his City Council Study Session Report dated July 28, 2006 and pointed out that the preference was for Smart Street Strategy A. He noted that the Orange County Transportation Authority (OCTA) had prepared a Memorandum of Understanding for the Cities of Costa Mesa, Fountain Valley and Huntington Beach and that the City Attorney -and staff have reviewed it and provided comments to OCTA which have been incorporated into the final document. A brief City Council discussion ensued and no action was taken. SOUTHERN CALIFORNIA EDISON (SCE) PRESENTATION ON ROLLING BLACKOUTS: Eddie Marquez of SCE gave a presentation of the program and noted the protocol followed. He expressed his appreciation to the City for their work and cooperation in minimizing their electrical demand. Mr. Marquez stated that fortunately there were no rolling blackouts during the recent heat wave. The Mayor thanked Mr. Marquez for his presentation; no action was taken. EMPLOYEE OF THE MONTH: The City Council reviewed applications for Employee of the Month and the Mayor indicated his preference, absence any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. COUNCIL MEMBERS' REPORTS, COMMENTS. AND SUGGESTIONS COUNCIL MEMBER MONAHAN: Advised that he attended the Minimum Wage Board meeting held on August 4th in Sacramento and advised there was no agreement resulting from the meeting; that employees wanted $9 per hour minimum wage and employers wanted less. He reiterated that he represented the City and several small California businesses and that the Board's mission was to make recommendations to the, Welfare Commission, Governor, and Legislature regarding the Minimum Wage Proposal before Congress. ADJOURNMENT: The Mayor declared the meeting adjourned at 6:10 p.m., noting that a Special , Joint Meeting of the City Council, Planning Commission and Parks and Recreation Commission for the purpose of Assembly Bill (AB) 1234 Training would commence immediately following the meeting, and that the next Regular Meeting would be held August 15, 2006.
