ORDINANCE NO. 75-23
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, AMENDING TITLE 5,
CHAPTER 6, SECTION 5-123 BY ADDING PROVISIONS
FOR SPECIAL SIGN REGULATIONS RELATED TO
THEATRES, GAS SERVICE STATIONS, AND MOTELS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. INTENT AND PURPOSE
At the initial enactment of our City Sign Ordinance,
Ordinance 74-25, adopted March 18, 1974, certain questions were
raised as to the possible uniqueness of certain businesses that
might require special sign regulations. The then proposed
legislation as to such businesses was deleted from the ordinance
as adopted pending further reviews, studies, and hearings to
determine the applicability of special regulations for certain
businesses.
The City of Costa Mesa has extensively conducted further
reviews, made studies, and held hearings with interested and
affected members of the public and businesses involved. Based
upon this additional effort, and consistent with the original
intent and purpose of the Sign Ordinance, the City Council of
the City of Costa Mesa declares and finds as follows:
Regarding Automobile Dealers, there are insufficient facts
or circumstances to warrant any special regulations for these
businesses and the existing sign regulations should meet their
needs.
Regarding Theatres, Gasoline Service Stations, and Motels,
there are sufficient facts and circumstances peculiar to said
businesses to warrant specialized regulation within the framework
of the existing Sign Ordinance; these are found to be in the best
interests of the public health, safety, and welfare.
I Accordingly, the Costa Mesa Municipal Code, Title 5, Chapter
2 6, Section 5-123 is hereby amended by adding the following provi-
3 sions commencing with Section 5-123 (Q):

Purpose.

The City Council of the City of Costa Mesa

finds and declares that the peculiar aspects of
9
the following businesses require specialized
10
regulation with regard to their signage. Such
11
special regulations are intended to supplement
12
the original legislation and shall prevail only
13
where they are inconsistent with the general
14
statutory scheme of Ordinance 74=25.

2.
Definitions.
16
MOTEL shall mean businesses conducted as
17
a motel, motor court, motor hotel, hotel, or
18
like establishments.

GASOLINE SERVICE STATIONS shall mean bus -
20
inesses conducted on a specified site for the
21
dispensing of petroleum products and services
22
for.the motoring public...

THEATRES shall mean businesses conducted
24
for the viewing of motion picture films, plays,
25
or stage productions by members of the public,
26
either pedestrian or motorist.

SECTION 3.
SPECIAL REGULATIONS

5-123 (R) Theatre Signage

Total Sign Area.

The total sign area allowed shall be

one (1) square foot per lineal foot of front -

age of said business, with a minimum

(applicable to free-standing sites. only) of
three hundred fifty (350) square feet. Those
located within shopping centers come within
that center's -total signing program.
2. Ground Signs.
Allowed one (1) per street frontage with
maximum height of twenty-five (25) feet and
maximum of two hundred fifty (250) square feet
in area.
3. Information Items.
Maximum of ten (10) information items
allowed.
4. Wall Signs.
No restrictions on wall signs otherwise
qualifying under this article.
5. Attraction Boards.
Attraction boards may be utilized as part
of an approved signing program under this
article.
6. Animation.
Animation of signs is prohibited.
Section 5-123 (S) Gasoline Service Station Signage
1. Ground Sign
Only one (1) ground sign may be placed
on a corner radius, or per street frontage.
The maximum area of any such sign shall be
forty (40) square feet and the maximum height
of seven (7) feet.
2. Wall Sign.
The aggregate area of .all wall signs shall
not exceed forty (40) square feet. Official
automobile repair station signs (under the

California Vehicle Code) shall be included
within the allowable aggregate area.
3. Price.Sign.
One (1) non -illuminated price sign,. not
to exceed twelve (12) square feet in area,
shall'be allowed per location. Credit card
logos, two (2) square feet, may be attached
thereto.
4. Freeway Sign.
Stations located within three hundred
(300) feet of a freeway on-ramp or off -ramp
shall be allowed to erect a freeway sign
conforming to the standards as provided else-
where in this article.
Section 5-123 (T) Motel Signage
1. Total Sign Area.
Total sign area shall not exceed one (1)
square foot of sign area per lineal foot of
frontage,. or one (1) square foot of signage
per each unit, whichever is greater.
2. Ground Sign.
Title 5, Chapter VI, Article 1 shall apply,
3. Wall Sign.
A maximum of one (1) wall sign per wall.
4. Information Items.
The maximum number of informational items
permitted on any site shall be seven (7), not
including automobile club, vacancy, or
accommodation features.
5. Attraction Board.
An attraction board shall be allowed if
the premises contain a restaurant facility as

an integral part of the location. The size
and location thereof shall be subject to
review and approval of the Director of Planning
who shall make his determination consistent
with the purposes and intent of this article.
SECTION 4. This Ordinance shall take effect and be in full
force and effect thirty (30) days from and after its passage, and
before the expiration of fifteen (15) days after its passage, shall
be published once in the Orange Coast Daily Pilot, a newspaper of
general circulation printed and published in the City of Costa
Mesa, together with the names of the .members of.the City Council
voting for and against the same.

above and foregoing Ordinance No. 75-23 was introduced and
considered section by section at a regular meeting of said City
Council held on the 15thday of April, 1975, and thereafter passed
and adopted as a whole at a regular meeting of said City Council
held on the 6th day of May, 1975, by the following roll call vote:

NOES: Council Members: None
ABSENT: Council Members: Pinkley
