AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA AMENDING THE ANIMAL CONTROL ORDINANCE TO PROHIBIT
INTERFERENCE WITH ANIMAL CONTROL OFFICERS; PROVIDING
FOR REDUCED LICENSE COSTS FOR NEUTERED ANIMALS; PRO-
VIDING LIMITATION PERIOD ON RABIES VACCINATION.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS
FOLLOWS:
SECTION 1. The City Council of the City of Costa Mesa finds and
declares that certain sections relating to interference with the duties of
the Animal Control Officer were inadvertently omitted from the codified
sections of the ordinance; that State law now requires a reduced license
for spayed or neutered animals; and that recent veterinary findings have
indicated that rabies shots have an effective lifetime of thirty (30)
months.
Accordingly, the following sections are added to the Costa Mesa
Municipal Code to provide for the matters set out herein.
Code.
SECTION 2. Section 3-57 is hereby added to the Costa Mesa Municipal
"Section 3-57 Interference with Officer
No person shall interfere with, oppose, or resist the Animal Control
Officer in the performance of his duties and in the enforcement of any pro-
vision of this title."
SECTION 3. Section 3-102 is hereby amended to read as follows:
"Section 3-102 Licenses - Reduced Fees
Every person who owns, possesses, keeps, or harbors a dog of whatever
sex over the age of four (4) months within the City shall pay to the City
an annual license tax of $6.00 for each dog. Every such person whose dog
has been spayed or neutered shall pay one-half (1/2) of the applicable
license tags; provided that said person can present a certificate of steril-
ity issued by a licensed veterinarian."
SECTION 4. "Section 3-122 is amended to read as follows:
"Section 3-122 Vaccination Required
Every person who owns, possesses, or harbors any dog shall have such
dog vaccinated against rabies by a duly licensed veterinarian, or some
person under his supervision, on or prior to the date such dog reaches
four (4) months of age, and thereafter in intervals of not later than
thirty (30) months. A dog may not be licensed prior to vaccination and
the period of vaccination must last the length of the full term of the
licensing period."
SECTION 5. Section 3-123 is amended to read as follows:
"Section 3-123 Vaccination Upon Importation
Every person who brings a dog into the City, which has not been vacci-
nated with the approved vaccine as herein prescribed within thirty (30)
months prior to the importation, shall have such dog vaccinated within
seven (7) days from and after its arrival in the City. A certificate of
vaccination, issued by a duly licensed veterinarian or person under his
direct supervision, from any other jurisdiction for specific dog estab-
lishing vaccination with an approved vaccine may be accepted by the City as
evidence of vaccination, providing it is within the interval prescribed by
this section."
SECTION 6. Section 3-30 is hereby amended to read as follows:
"Section 3-30 Map
The two zones are hereby established and the boundaries thereof are
shown upon the revised animal zone map of the City on file in the office of
the City Clerk, and hereby referred to for a particular description of said
zones. The revised animal zone map dated May 20, 1974, shall become a part
of this title."
SECTION 7. This ordinance shall take effect and be in full force and
effect thirty (30) days from and after its passage, and before the expira-
tion of fifteen (15) days after its passage, shall be published once in the
Orange Coast Daily Pilot, a newspaper of general circulation printed and
published in the City of Costa Mesa, together with the names of the members
of the City Council voting for and against the same.

of May, 1974, and thereafter passed and adopted as a whole at a regular
meeting of said City Council held on the 3rd day of June, 1974, by the
