HomeMy WebLinkAbout74-24 Extending Sign Ordinance 73-42ORDINANCE NO. � AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, EXTENDING ORDINANCE 73-42 FOR A PERIOD OF ONE HUNDRED AND TWENTY DAYS TO PREVENT THE ERECTION OF SIGNS DURING THE PERIOD OF PREPARATION OF A COMPREHENSIVE SIGN ORDINANCE. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. AUTHORITY AND INTENT WHEREAS, the Council of the City of Costa Mesa is charged with the responsibility and provided the authority to regulate on -premise and off - premise signs within the City of Costa Mesa; and WHEREAS, proper signing is both necessary and desirable for the promotion of commerce in the City of Costa Mesa; and WHEREAS, sign regulations have significant economic, social, and aesthetic impacts upon the City of Costa Mesa; and WHEREAS, the Council is now considering the adoption of a comprehen- sive sign ordinance; and WHEREAS, the Council and Planning Commission have received several research reports from the staff and are now studying the preliminary draft of a comprehensive sign ordinance. SECTION 2. SIGNS REGULATED The Director of Planning shall approve only those signs which conform to the sign regulations included in the document entitled "Sign Ordinance, Preliminary Draft." SECTION 3. PLANNING COMMISSION REVIEW The Planning Director shall submit to the Planning Commission a weekly report which summarizes the sign permits issued and denied. The Commission may, on its own motion, review any staff action. SECTION 4. TIME PERIOD This Ordinance shall be in full force and effect for a period of one hundred and twenty (120) days. SECTION 5. URGENCY MEASURE The Council finds and declares that the promotion of the public interest requires that this Ordinance be adopted as an urgency measure pursuant to Section 36934 -of the Government Code. SECTION 6. NOTIFICATIONS This Ordinance shall take effect and be in full force and effect immediately after its passage, and before the expiration of fifteen (15) days after its passage, shall be published once in the Orange Coast Daily Pilot, a newspaper of general circulation printed and published in the City of Costa Mesa, together with the names of the members of the Council voting for and against same.
