AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA
MESA, CALIFORNIA, AMENDING SECTION 13-616 COSTA MESA
MUNICIPAL CODE TO ADD THE LIMITED INDUSTRIAL (ML),
GENERAL INDUSTRIAL (MG), INDUSTRIAL PARK (MP), AND
HEAVY INDUSTRIAL (MH) ZONES TO THE ESTABLISHED PARK-
ING STANDARDS SECTIONS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS
FOLLOWS:
SECTION 1. The City Council of the City of Costa Mesa hereby finds
and declares that the newly created industrial zoning classifications re-
quire parking standards.an,d parking area development standards to protect
and promote the health, safety, and welfare of the community. The City
Council further finds and declares that the parking requirements estab-
lished for the M1 and M2 zones adequately provide for the parking needs
of the industrial community.
Accordingly, Section 13-616 of the Costa Mesa Municipal Code is
- hereby amended to read as follows:
SECTION 2. "Section 13-616- Ml, M2, ML, MG, MP, and MH Districts
1. Parking Space Requirements: Off-street parking spaces are re-
quired in Ml, M2, ML, MG, MP, and MH zones according to the
following formulas:
A. Three (3) parking spaces shall be provided per one thousand
(1,000) square feet of gross building area for the first
Twenty-five thousand (25,000) square feet of building.
B. Two (2) parking spaces shall be provided per one thousand
(1,000) square feet of gross building area between twenty-
five thousand and one (25,001) square feet and fifty
thousand (50,000) square feet of building.
C. One and one-half (1-1/2) parking spaces shall be provided
per one thousand (1,000) square feet of gross building area
over fifty thousand and one (50,001) square feet of building.
2. Parking Area Development Standard:
A. Landscaping is required in Ml, M2, ML, MG, MP, and MH zones
as follows:

1. All off-street parking facilities abutting a public
right-of-way shall be bounded by a landscape strip
for a minimum of ten (10) feet of ground area in
width (except for walks and driveways which cross or
encroach upon the required landscape area).
2. In any required off-street parking facility of more
than ten (10) spaces, a minimum of fifteen (15) square
feet of landscape area shall be provided per required
parking space in excess of the first ten (10) parking
spaces.
3. One tree (fifteen -gallon minimum -size) shall be in-
stalled per two hundred (200).square feet of landscaped
area.
4. All required landscaping shall be separated from paved
areas by a six (6).inch high cement concrete continuous
curb and shall be provided with automatic sprinkler
facilities, which shall be maintained in an operative
condition, all subject to the approval of the Planning
Director.
5. A landscape plan (including planting material specifi-
cation) shall be submitted to the Planning Department
for approval, prior to any planting in said parking
facilities.
6. Every site on which landscaping is required, according
to this Ordinance,. shall be landscaped according to
plans approved as specified herein and maintained
thereafter in a sightly and well -kept condition, irri-
gated periodically, trimmed, cultivated, vegetation
replaced as needed, and cuttings and leaf droppings
removed as often as necessary to insure a neat'and
orderly appearance.
7. Every parking space shall be clearly marked and such
markings shall be maintained in a visible and legible

manner. Concrete wheel stops may be required by
the Planning Department. Any broken or'damaged wheel
stop shall be replaced.
8. Parking spaces'and back-up aisles shall conform to
standards in Exhibit "A" which areincluded herein by
this reference and made a part thereof, unless an
alternative plan is approved by the Engineering and
Planning Departments.
3.. Reduction of Required Parking Prohibited:
A. None of the.parking required by this Ordinance shall be
sold, rented, leased, or otherwise removed from the common
parking area serving the M1, M2, ML, MG, MP,_or MH improve-
ment for which said parking was required.
4. Loading Areas:
A. The loading area as provided for herein shall not encroach
into the required building setback standard established for
M1,.M2,.ML, MG, MP, and.MH zones.
B. All loading areas or loading docks shall be screened from
public view in'a manner approved by the Planning Department.
SECTION 3. The parking requirements herein set forth for M1 and M2
zones shall only be in effect for so long as.,said.zones exist as land use
designations and without further Council or Planning. Commission action,
shall,cease to be requirements at.the time said zones are _phased out."
SECTION 4. This Ordinance shall take .effect and be in full force
thirty (30) days from and after its passage, and prior to the expiration of
fifteen (15) days after its passage, shall be published once in the Orange
Coast Daily Pilot, a newspaper of general circulation printed and published
in the City of Costa Mesa, together with the names of the members of the
City Council voting for and against the same.
