AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, ADDING TWO (2)
AREAS TO THE EXISTING COSTA MESA DOWNTOWN
REDEVELOPMENT PROJECT AREA NO. 1.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1: The City Council of the'City of Costa Mesa finds
and declares.that it has approved and adopted by Ordinance No. 73-44
a Redevelopment Plan for Project Area No. 1 in the City of Costa Mesa
which was recommended to it by the Costa Mesa Redevelopment Agency;
and
The'City Council further finds that the Costa Mesa Redevelopment
Agency now proposes to add two (2) areas to the existing Project
Area No. 1; and
The City Council further finds that pursuant to Health and
Safety Code §33451 the Costa Mesa Redevelopment Agency has on
August -4, 1976 held a public hearing on the proposed additions; and
The City Council further finds that pursuant to Health and
Safety Code 533453 the Costa Mesa Planning Commission has on
December 13, 1976 passed a resolution finding that the two (2)
additions to Project Area No. 1 are consistent with the Costa
Mesa General Plan; and
The City Council further finds that pursuant to Health and
Safety Code §33454 that it has on April 18, 1977 held a public
hearing on the proposed additions to Project Area No. 1; and
The City Council further finds that pursuant Health and
Safety Code §33455 that it is required to pass a written ordinance
making the two (2) additions to Project Area No. 1 legally effective.
SECTION 2: The City Council hereby declares that its pur-
pose and intent with respect to the two (2) additions to Project
Area No. 1 is to eliminate conflicting development standards and
allow for uniform development of the combined property.
SECTION 3: The two (2) additions to Project Area No. 1 as
submitted to the City Council along with Project Area No. 1 as

already approved and adopted by Ordinance 73-44 together are hereby
approved and designated as the official Redevelopment Plan for that
Project Area.
SECTION 4: The Two (2) additions to Project Area No. 1 are
hereby incorporated herein by reference and made a part hereof as
if fully set forth at length herein.
SECTION 5: Upon the filing of this Ordinance adopting the
two (2) additions to Project Area No. 1 with the City Clerk, the
City Clerk is hereby directed to send a certified copy of this
Ordinance to the Redevelopment Agency of the City of Costa Mesa,
and the Agency is vested with responsibility of carrying out the
Redevelopment Plan for Project Area No. 1.
SECTION 6: The City Clerk is hereby directed pursuant to
Health and Safety Code §33457 to transmit a copy of this Ordinance,
a.description of the land within Project Area No. l,a copy of the
Ordinance adopting the plan, and a map or plat indicating the
boundaries of Project Area No. 1 to the auditor and tax assessor
of Orange County; to the officer or officers performing the functions
of the auditor or.as-sessor for any taxing agencies which, -in levying
or collecting its taxes, do not use the county assessment roll or
do not collect its taxes through the county; to the governing body
of each of the taxing agencies which levies taxes upon any property
in Project Area No. 1 and to the State Board of Equalization.
Such documents shall be transmitted as promptly as practicable
following the adoption of this Ordinance, but in any event, on or
before January 1, 1978.
SECTION 7:, The City Clerk is hereby directed pursuant to
Health and Safety Code §33456 to record with the County Recorder
of Orange County a description of the two (2) additions to Project
Area No. 1 as promptly as practicable following adoption of this
Ordinance. Additional recordation of documents may be effected
pursuant to Government Code 927295.
SECTION 8: Having considered all the evidence, oral, written
and photographic, the City Council hereby overrules all written
and oral objections to the two (2) additions to Project Area No. 1.

SECTION 8: This Ordinance shall take effect and be in
full force and effect thirty (30) days from and after its passage,
and before the expiration of fifteen (15) days after its passage
shall be published once in the Orange Coast Daily Pilot, a
newspaper of general circulation printed and published in the
City of Costa Mesa, together with the names of the members of the
City Council voting for and against the same.

Beginning at a point on the existing boundary of the Costa Mesa
Downtown Redevelopment Project Area No. I, as described in a
document recorded December 27, 1973 in Book 11041, page 982 of
Official Records of Orange County, California said point being
the Northeasterly corner of Lot 15 of Fairview Farms, per map
thereof recorded in Book 8, page 71 of Miscellaneous Maps,
records of said Orange County; thence departing from the.existing

boundary of said Costa Mesa Downtown Redevelopment Project Area
No. I, North 0°32100" West along -the Northerly prolongation of
the Easterly line of said Lot 15 a distance of 99.20 feet to a
point on the South line of Bernard Street, 50.00 feet wide, as
shown on a map of Tract No. 1002, recorded in Book 33, page II
of Miscellaneous Maps, records of said County; thence South
89°28100" West along said South .line of Bernard Street a distance
of 676.80 feet to the point of intersection with the Northerly
prolongation of the Easterly line of that certain 20.00 foot wide
alley as shown on a map of Tract No. 809, recorded in Book 24,
page 25 of Miscellaneous Maps, records of.said County; thence
South 0°32'00" East along said linea distance of 99.20 feet to
the point of intersection with the Northerly line of said Lot 15
of Fairview Farms, said point being on -the existing boundary of
said Costa Mesa Downtown Redevelopment Project Area No. I;
thence North 89°28100" East along said line a distance of 676.80
feet -to the POINT OF BEGINNING.

Beginning at an angle point on the existing boundary of the Costa
Mesa Downtown Redevelopment Project Area No. I, as described in a
document recorded December 27, 1973 in Book 11041, page 982 of
Official Records of Orange County, California, said point being
the Northerly corner of Lot 61 of Newport Heights as shown,on a'
map recorded in Book 4, page 83 of Miscellaneous Maps of said
County; thence South 49°59'43" East along the existing boundary
of said Costa Mesa Downtown Redevelopment Project Area No. 1,
said boundary also being the Northeasterly line of said Lot 61
a'distance of 322.25 feet -to the Easterly line of Parcel 2 as
shown on a Parcel Map recorded in Book 78, page 47 of Parcel Maps
of said Orange County; thence departing from the existing boundary
of said Costa M6sa Downtown Redevelopment Project Area No. 1,
South 8°58'14" West along the Easterly line of said Parcel 2 a
