ORDINANCE NO. 77-28
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA ADOPTING CERTAIN STANDARD
SPECIFICATIONS, GENERAL PROVISIONS AND STANDARD
DRAWINGS IN CONJUNCTION THEREWITH FOR USE IN THE
CONSTRUCTION OF ALL PUBLIC WORKS PROJECTS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1: The City Council of the City of Costa Mesa
does hereby find and declare as follows:
WHEREAS, the Director of Public Services has examined and
reviewed "The Standard Specifications for Public Works Construction,"
written and promulgated by Southern California Chapter, American
Public Works Association and Southern California District, Assoc-
iated General Contractors of California, Joint Cooperative Committee;
and
WHEREAS, the said Standard Specifications, in conjunction
with any subsequent revisions to the General Provisions and the
"City of Costa Mesa Standard Drawings for Streets Highways" recom-
mended from time to time by the Director of Public Services, will
provide uniform standard practices in Public Works Construction;
and
WHEREAS, it would be to the best interest of the City of
Costa Mesa and in the best interest of the public, to have said
Standard Specifications and General Provisions approved by the
City Council.
Accordingly, the City Council of the City of Costa Mesa
herewith repeals Title 15, Chapter 1, §15-2 of the Costa Mesa
Municipal Code and substitutesthe following section therefore:
SECTION 2: "§15-2. Standard Specifications Adopted.
(1) The latest edition of the "Standard Specifications
for Public Works Construction" written and promulgated by Southern
California Chapter, American Public Works Association and Southern
California District, Associated General Contractors of California,
Joint Cooperative Committee (more commonly referred to as the
"Green Book") in conjunction with any subsequent revisions to the
General Provisions and the "City of Costa Mesa Standard Drawings

for Street and Highways" -recommended from time to time by the
Director of Public Services, are hereby adopted as the standard
specifications of the City and shall hereafter apply to the con-
struction of all Public Works in the City.
(2) All streets shall be constructed, maintained and
repaired in accordance with said standard specifications and the
directions, provisions and requirements set forth and contained
therein, together with the provisions of X15-1 of this Code.
(3) Two (2) copies of the standard specifications
adopted shall be kept on file in the office of the City Clerk for
use and examination by the public."
SECTION 3: This ordinance shall take effect and be in
full force and effect thirty (30) days from and after its passage,
and before the expiration of fifteen (15) days -after its passage,
shall be published once in the Orange Coast Daily Pilot, a news-
paper of general circulation printed and published in the City of
Costa Mesa, together with the names of the members of the City
Council voting for and against the same.
