ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, REPEALING ORDINANCE NUMBER 78-34, DECLARING SAID
ORDINANCE TO BE AN URGENCY ORDINANCE, AND SETTING FORTH
REASONS THEREFOR.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. The City Council of the City of Costa Mesa finds and declares
that Ordinance Number 78-34, which created a "development freeze" in the area of
Costa Mesa, between Baker Street and Paularino Avenue, affected by Specific Plan
SP -78-02, is no longer necessary due to the completion of the Planning Department's
study of this area, and the adoption of Specific Plan SP -78-02, effective by City
Council Resolution Number 78-57, on June 5, 1978.
Accordingly, the following urgency measure is adopted:
SECTION 2. Ordinance Number 78-34 is hereby repealed.
SECTION 3. The City Council finds and delcares that as there are presently
projects proposed or projects which may be proposed for construction in the immed-
iate future within said areas, and that said projects shall or may require Building
Permits prior to the natural expiration of Ordinance Number 78-34, that this Ordinance
be adopted as an urgency measure, pursuant to Section 65858 of the California
Goverriment Code.
SECTION 4. Due to the remedial effect and subject matter of this Ordinance, it
does not require codification and may be filed by the City Clerk as a "Miscellaneous
- --Ordinance."
SECTION 5. This Ordinance shall take effect immediately from and after its
passage, and prior to the expiration of fifteen (15) days from the passage thereof,
shall be published once in the Orange Coast Daily Pilot, a newspaper of general

circulation, printed and published in the City of Costa Mesa, together with the
names of the members of the City Council voting for and against same.
