AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, ADOPTED PURSUANT
TO THE PROVISIONS OF THE CALIFORNIA COMMUNITY
REDEVELOPMENT LAW, DECLARING THE MEMBERS OF
THE CITY COUNCIL AS THE REDEVELOPMENT AGENCY
OF THE CITY OF COSTA MESA.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1: The City Council of the City of Costa Mesa
finds and declares that the existing Redevelopment Agency of the
City of Costa Mesa has been in existence since January 17, 1972,
and there remains a need for such Agency within the City of
Costa Mesa. The City Council further finds and declares that
the hearing on this Ordinance has been duly noticed and held
pursuant to California Health and Safety Code §33200.
The City Council of the City of Costa Mesa further finds
and declares the reasons for declaring itself the Redevelopment
Agency of the City of Costa Mesa are as set forth in the Report
of the City Council of the City of Costa Mesa attached hereto marked
Exhibit "A" and incorporated herein by reference pursuant to
California Health and Safety Code 533200.
The City Council of the City of Costa Mesa further finds
and declares that by declaring itself to be the Redevelopment
Agency will result in better serving the public interest and
promote the public health, safety and welfare in an effective
manner.
SECTION 2: Accordingly, the City Council of the City of
Costa Mesa does hereby ordain as follows:
1. That pursuant to California Health and Safety Code
§33101 there still exists a need for a Redevelopment Agency to
function in the City of Costa Mesa.
2. That pursuant to California Health and Safety Code
§33200 the City Council of the City of Costa Mesa does hereby
declare that henceforth it shall exercise and be vested with all
the rights, powers, duties, privileges and immunities heretofore
exercised by the appointed members of said Agency, without
exception, pursuant to the California Community Redevelopment Law.

3. That said action shall serve the public interest
and promote the public health, safety and welfare in an effective
manner.
4. That no other public records or reports exist
other than those presented and considered at the public hearing
on the adoption of this Ordinance.
SECTION 3: This Ordinance shall take effect and be in
full force and effect thirty (30) days from and after its passage,
shall be published once in the Orange Coast Daily Pilot, a news-
paper of general circulation printed and published in the City
of Costa Mesa, together with the names of the members of the
City Council voting for and against the same.

REPORT OF THE
CITY COUNCIL OF THE CITY OF COSTA MESA
This report is made pursuant to California Health and Safety
Code §33200 to substantiate and explain the determination of the
City Council of the City of Costa Mesa in declaring itself the
Redevelopment Agency of the City of Costa Mesa.
1. The COUNCIL recognizes and appreciates the services
heretofore rendered by the appointed members of the existing
AGENCY.
2. The COUNCIL does not, by this action, intend to criti-
cize the efforts of said AGENCY members.
3. The recent changes in the COUNCIL'S own make-up re-
flects an ongoing awareness of the importance of the function
and activities of the AGENCY. The philosophies and desires
of the current City Council are felt to be considerably dif-
ferent and divergent from the former City Council, which created
the existing Agency.
4. The COUNCIL seeks to avoid even the slightest possi-
bility of divergent views as to the role, and goals, of said
AGENCY in the City of Costa Mesa's overall plans for upgrading
the City. This City Council feels strongly that its responsi-
bility for the redevelopment project area is an integral part
of the total City goals and objectives and must be consistently
evaluated, weighed, and adjusted against other City goals and
objectives.

5. The City Council has committed very large amounts of
capital resources to this area in the purchase of Lion's Park
Expansion, Senior Citizen's housing project, construction of a
new Fire Station, and the proposed Neighborhood Recreation Center
and Library expansion.
6. Because the funding for the above projects are from
various sources which a separate agency would have no control or
access to, the COUNCIL feels that it is of primary importance that
these areas be coordinated and properly scheduled.
7. The COUNCIL feels that it is in the final analysis,
primarily and fully responsible for the eventual success of the
redevelopment program, and it should, through its Chief Executive
Officer, the City Manager, direct and evaluate the progress against
bench marks to assure that success.
8. By declaring itself as the AGENCY the COUNCIL will
accomplish several objectives at once, as follows:
a) Save tax monies by eliminating pay to AGENCY
members (COUNCIL will not receive additional compensation for such
services), eliminating the time consuming effort and expense of
"dual" reporting by staff and others.
b) Clearly coordinate the goals and objectives of
the AGENCY with those of the City of Costa Mesa.
c) Enable COUNCIL members to be better informed and
aware of the day-to-day operations of said AGENCY.
d) Will expedite matters being processed through
AGENCY and COUNCIL since same persons will act in both capacities.

9. The COUNCIL finds and declares that such a changeover
is consistent with State Law and will better serve the public
interest and promote the public health, safety and welfare in a
more effective manner.
10. There are no other public records or reports that
concern this matter.
