HomeMy WebLinkAbout80-12 Revise Master Plan of Parks and Reduce the Number of Development Zones from 6 to 1ORDINANCE NO. 80-12 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT AMENDING SECTION 12-4 OF THE COSTA MESA MUNICIPAL CODE TO REVISE THE MASTER PLAN OF PARKS AND TO REDUCE THE NUMBER OF DEVELOPMENT ZONES FROM SIX TO ONE, AND STATING REASONS THEREFOR. THE CITY COUNCIL OF THE CITY OF COSTA MESA, ACTING AS EX -OFFICIO BOARD OF DIRECTORS OF THE COSTA MESA PARK AND RECREATION DISTRICT, DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1: The City of Costa Mesa hereby finds and declares as follows: 1. That the existing Master Plan of Parks for the City of Costa Mesa contains six (6) development zones throughout the City, which said zones were designed to serve the park and recreation needs of the citizens of the community. 2. That the application of subdivision park fees to six (6) zones is impractical and unworkable as a park and recreation development plan for the City of Costa Mesa. 3. That residential development completed since the adoption of the original Master Plan of Parks requires a revision of said Master Plan to best serve the residential areas of the City. 4. Zhat it is in the best interest of the health, safety, and welfare of the community that said Master Plan of Parks be revised to more adequately and efficiently serve the park and recreation needs of the citizens of the community. ACCORDINGLY, the City Council of the City of Costa Mesa herewith amends Section 12-4 of the Costa Mesa Municipal Code as hereinafter set forth: SECTION 2: Section 12-4. Master Plan Adopted. Attached to Ordinance 80-12 marked Exhibit "A" and made a part hereof, is a Master Plat designating the boundaries of one (1) zone which plat is hereby adopted as the Master Plan of Parks for the City of Costa Mesa. The official plat of the Master Plan of Parks for the City of Costa Mesa shall be kept on file in the Office of the Director of Leisure Services and a copy of the same shall be kept in the Office of the City Clerk for the City. Said plat is hereby declared to be a public record and shall be available for public view during the normal business hours of the City of Costa Mesa. SECTION 3: This Ordinance shall take effect and be in full force and effect thirty (30) days from and after its passage, and shall be published once in the Orange Coast Daily Pilot, a newspaper of general circulation printed and published in the City of Costa Mesa, together with the names of the members of the City Council voting for and against the same.
