AN INTERIM ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF COSTA MESA EXTENDING THE EFFECT
OF ORDINANCE 79-6 PROHIBITING THE PROCESSING
OF APPLICATIONS FOR PUBLIC MINI -STORAGE USES
WITHIN THE CITY OF COSTA MESA ADOPTED AS AN
URGENCY ORDINANCE AND SETTING FORTH THE
REASONS THEREFOR.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1: The City Council of the City of Costa Mesa finds and declares
that Ordinance 79-6 was adopted as an urgency interim ordinance to allow study
of possible hazards to the public health, safety, and general welfare associat-
ed with public mini -storage facilities. Said study has been completed and
presented to the Costa Mesa Planning Commission and City Council. As a result
of said study, the Costa Mesa City Council has directed Staff to prepare an
Ordinance setting forth requirements and regulations for mini -storage facili-
ties. Additonal time is needed to complete said Ordinance. Therefore, this
extension of Ordinance 79-6 is adopted pursuant to California Government Code
§65858 for the general health, safety, and welfare of the public.
Accordingly, the following urgency ordinance is adopted.
SECTION 2: No applications shall be accepted or processed which seek ap-
proval for public mini -storage use within the City of Costa Mesa for so long as
this ordinance is in effect.
The City's staff is hereby directed not to accept or process such applica-
tions.
This ordinance shall not apply to any applications for such use which
have been approved by the City's Planning Commission prior to the adoption of
this ordinance.

SECTION 3: The City Council finds and declares that the protection of the
health, safety and general welfare of the community requires that this ordinance
be adopted as an urgency measure pursuant to §65858 of the California Government
This ordinance is required as an urgency measure for the following
reasons:
(a) Approval of any additional public mini -storage businesses within
the City must be suspended in order for the City's Staff to prepare an Ordinance
regulating the construction and operation of mini -storage facilities.
(b) As a result of review and consideration of the mini -storage report,
prepared by the City Staff, the City Council has determined that additional
regulations are necessary to protect the health, safety and general welfare of
the citizens of this community.
SECTION 4: This ordinance shall take effect and be in full force and
effect immediately after its passage; and before the expiration of fifteen (15)
days afer its passage, this ordinance shall be published once in the Orange
Coast Daily Pilot, a newspaper of general circulation, printed and published
in the City of Costa Mesa, together with the names of the members of the
City Council voting for and against same.
