AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, AMENDING TITLE 13
OF THE COSTA MESA MUNICIPAL CODE RELATING TO
THE REQUIRED LOCATION OF PARKING FOR CONDO-
MINIUMS WITHIN THE R3, R4 AND PDR -HD ZONES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1: The City Council of the City of Costa Mesa hereby finds and
declares that:
1. The changing concepts of land use require continuous and frequent
updating of Land Use Ordinances.
2. Advanced technology in the area of land planning requires continuous
attention to Land Use Ordinances.
3. Parking regulations for condominium develor-ments restrict design flex-
ibility within high density zones.
4. Application of Title 25 Noise Standards to condominium developments
provides adequate protection for residents from excessive noise levels.
5. Allowing greater design flexibility within density condominiums can
promote a wider range of housing types consistent with the Housing Policies of the
City of Costa Mesa as defined within the General Plan.
Accordingly, the City Council of the City of Costa Mesa amends Title 13 of
the Costa Mesa Municipal Code by amending Section 13-328 as hereinafter set forth:
SECTION 2: Chapter 12, Article 2 - Residential Condominiums
§13-828 - Development Standards
(f) (1) Each unit shall be provided with two (2) covered parking spaces
which shall be adjacent to the unit being served. At least one of these spaces shall
be an enclosed garage. All spaces shall maintain a minimum inside dimension of ten
(10) feet in width and twenty (20) feet in length. Within the R3, R4 and PDR -HD

! zones, alternate parking designs may be approved if the Planning Commission finds
that the design contributes to the overall design excellence of the project and
furthers the City's housing objectives as defined in the General Plan.
(f) (5) - Delete.

a whole at a regular meeting of said Council held on the 19th day of March, 1979, by
