HomeMy WebLinkAbout81-25 Amending Regulations Concerning Planned DevelopmentsORDINANCE NO. 8-1-A-5' AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, A►�-11DING THE REGULATIONS CONCERNING PLANNED DEVELOPMENTS WITHIN THE CITY OF COSTA MESA. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLD^;S: SECTION 1: 1. That the City of Costa Mesa and the County of Orange are becoming progressively more urban in character; 2. That there is a housing shortage in the City and in the region; 3. That the demographic characteristics of the population are changing to reflect a wider range of life styles; 4. That the construction of more varied housing types can be encouraged by per- mitting greater density than is possible under present zoning; 5. That the construction of housing in a wider range of sizes and price catego- ries will help to fill the area -wide housing need thereby serving the public health and welfare. ACCORDINGLY, the City Council of the City of Costa Mesa herewith amends the Costa Mesa Municipal Code as hereinafter set forth; SECTION 2: 1. Amend Section 13-250 to read: "Zones created. Land areas receiving Planned Development designations shall assume the land use classification indicated in the General Plan of the City of Costa Mesa. Therefore, the following Planned Development zoning categories are created; 1. Planned Development Residential - Low Density (PDR -LD); 2. Planned Development Residential - Medium Density (PDR -MD); 3. Planned Development Residential - High Density (PDR -HD); 4. Planned Development Residential - Urban Center (PDR -UC); 5. Planned Development C m-ercial - (PDC) ; 6. Planned Development Industrial - (PDI). 2. Amend Section 13-252(1) "Development Standards" to include the words "Urban Center Residential - 30.1 to 50.0 d.u./acre" between the words "High Density Resi- dential - 15.1 to 30.0 d.u./acre" and "The lowest density of the applicable range to constitute ..." 3. Delete Section 13.252(1)(a)(8) in its entirety. 4. Delete Section 13-252(2)(a) in its entirety. 5. Amend Section 13-252(4)(a) to include the words "PDR -Urban Center, 420 of site area" between the words "PDR -High Density, 42% of the site area" and "The required open space shall be land areas that are not occupied ..." SECTION 3. This Ordinance shall take effect and be in full force thirty.(30) days from and after the passage thereof, and prior to the expiration of fifteen (15) days from its passage shall be published once in the ORANGE COAST DAILY PILfJT, a newspaper of general circulation, printed and published in the City of Costa Mesa or, in the alternative, the City Clerk may cause to be published a sun-mary of this Ordi- nance and a certified copy of the text of this Ordinance shall be posted in the office of the City Clerk five (5) days prior to the date of adoption of this Ordi- nance and within fifteen (15) days after adoption, the City Clerk shall cause to be published, the aforementioned summary and shall post in the office of the City Clerk a certified copy of this Ordinance together with the names of the members of the City Council voting for and against the same. -2- PASSED AND ADOPTED this day of /1X 4-a. . _► 1981.
