ORDINANCE NO. 83-21
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA AMENDING TITLE 13 OF THE
COSTA MESA MUNICIPAL CODE TO PROVIDE SEPARATE
PARKING REQUIREMENTS FOR REGIONAL SHOPPING
CENTERS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLONS:
SECTION 1.
1. The City Council finds and declares that, based on information
provided in the City's "South Coast Plaza Parking Study", dated March, 1983:
a. The City's current commercial parking requirements do not appear
to adequately reflect the parking demand within certain types of regional
shopping centers.
b. Parking requirements are needed which recognize the unique
features of regional shopping centers, including the multiplicity of
uses therein and the inter -relationship of those uses with respect to
overall parking demand.
c. The revised parking requirements suggested in that Study would
benefit both regional shopping centers and the City by providing more
realistic parking standards and by reducing the necessity for repetitive
variance applications.
ACCORDINGLY, the City Council of the City of Costa Mesa hereby amends the
Costa Mesa Municipal Code as set forth below:
Area.
SECTION 2.
1. Add Section 13-56.3 as follows: "Section 13-56.3. Gross Leasable
The total floor area designed for tenant occupancy and exclusive use,
and includes both owned and leased areas."
2.
Amend the
first paragraph of Section 13-552
to read: "At the time
of the
erection of
any building and/or structure, or
at the time any such
building or structure is enlarged or increased in capacity by adding floor
area or seats, the following minimum offstreet parking shall be provided. At
all times, with the exception of the provisions of Section 13-561, parking
shall be provided according to the following standards for the use occupying
the property:" The remainder of this Section will remain unchanged.
3. Add Section 13-561 as follows:
"Sec. 13-561. Shopping Center Parking.
The provisions of this section shall apply to all shopping centers with a
minimum of 600,000 square feet of contiguous gross leasable area. At the time
of the erection or placement of any building or structure, at any time the
gross leasable area is increased, or at the time an existing use is changed to
one which requires more parking, the following minimum off-street parking
shall be provided:

(2) Food services occupying 5%
or less of the total conti-

(3) Food services in excess of
50 of the total contiguous
gross leasable area
(4) Office space occupying 100
or less of the total conti-

(5) Office space in excess of
100 of the total contiguous
gross leasable area

SECTION 3. This Ordinance shall take effect and be in full force thirty
(30) days from and after the passage thereof, and prior to the expiration of
fifteen (15) days from its passage shall be published once in the ORANGE COAST
DAILY PILOT a newspaper of general circulation, printed and published in the
City of Costa Mesa or, in the alternative, the City Clerk may cause to be
published a summary of this Ordinance and a certified copy of the text of this
Ordinance shall be posted in the office of the City Clerk five (5) days prior
to the date of adoption of this Ordinance and within fifteen (15) days after
adoption, the City Clerk shall cause to be published, the aforementioned sum-
mary and shall post in the office of the City Clerk a certified copy of this
Ordinance together with the the names of the members of the City Council voting
for and against the same.
