SECTIM 1.
1. There is a significant difference between ramps in parking garages
which provide direct access to parking and those which do not;
2. That ramps which do not provide direct access to parking can
safely be designed at a steeper slope than those which do;
3. That it will facilitate consideration of Conditional Use Permits
requesting steeper ramp slopes than this ordinance specifies if criteria
for consideration are included in the ordinance;
4. That these regulations are necessary and proper to accomplish the
purpose and intent of regulating the nature of off-street parking for the
public health, safety, and general welfare;
5. That existing requirements and standards are inadequate to accom-
plish these goals.
Accordingly, the City Council of the City of Costa Mesa herewith
amends Title 13 of the Costa Mesa Municipal Code by amending Section
13-559(h) as hereinafter set forth:

parking shall be ten (10%) percent except where and as approved by a Condi-

onditional Use Permit. In no case shall ramp slope exceed seventeen (17%)
percent. The following factors may be considered justification for approv-
ing a request for a Conditional Use Permit to exceed ten (10%) percent ramp
slope:

the ramp;
(b) When the ramp is straight;
(c) When the traffic volume of the parking structure is low;
