AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, REGARDING REGULA-
TIONS FOR MINI WkREHOUSES.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORrAIN AS
SECTION 1.
1. The City Council finds and declares as follows:
a. The City's Storage Warehouse Ordinance (Costa Mesa -Municipal
Code Title 13, Chapter XIII, Article 1) has been in effect
since July, 1980, allowing sufficient time to evaluate its
impact and effectiveness.
b. Recent surveys indicate that more parking is currently
required than is used.
C. The 12 -foot height limitation was included because of fire
prevention considerations. Since adoption of the ordinance,
the Fire Department has adopted a policy which permits
higher projects if adequate protective measures, such as
sprinklers, are included in the project.
d. Present occupancy rates indicate that there is demand for
more than 3.5 square feet of storage per capita.
ACCORDINGLY, the City Council of the City of Costa Mesa hereby amends
the Costa Mesa Municipal Code as set forth below:
SECTION 2.
Amend Section 13-852(3) to read:
"The Plannning Commission may deny a Conditional Use Permit for a
mini -warehouse if there is more net rentable mini -warehouse space per
capita than an amount to be established by resolution of the City Council.
If such a condition exists, before a Conditional Use Permit can be approved,
applicant must show, and the Planning Commission must find, that there
reasonably exists a need for the requested storage units which is likely to
continue for the foreseeable future, and which is not likely to be met
within a reasonable time by other sources."
Amend Section 13-853(1) to read:
"Off-street parking and driveway width.
(a) Parking shall be provided by parking/driving lanes adjacent to
the buildings. These lanes shall be at least 26 feet wide when
cubicles open onto one side of the lane only and at least 30 feet
wide when cubicles open onto both sides of the lane.
(b) Two (2) covered parking spaces shall be provided adjacent to the
manager's quarters.
(c) One parking space for every two hundred (200) storage cubicles
or fraction thereof shall be located adjacent to the project
office. A minimum of two such spaces shall be provided.
(d) Required parking spaces may not be rented as, or used for vehicu-
lar storage. However, additional parking area may be provided
for recreational vehicle storage, provided that it is adequately
screened under the direction of the Development Services Depart-
ment."
Delete Section 13-853(2).
SECTION 3. This Ordinance shall take effect and be in full force
thirty (30) days from and after the passage thereof, and prior to the
expiration of fifteen (15) days from its passage shall be published once in
the ORANGE COAST MILY PILOT, a newspaper of general circulation, printed

and published in the City of Costa Mesa or, in the alternative, the City
Clerk may cause to be published a summary of this Ordinance and a certified
copy of the text of this Ordinance shall be posted in the office of the
City Clerk five (5) days prior to the date of adoption of this Ordinance,
and within fifteen (15) days after adoption, the City Clerk shall cause to
be published the aforementioned summary and shall post in the office of
the City Clerk a certified copy of this Ordinance together with the names
of the members of the City Council voting for and against the same.
PASSED AND ADOPTED this 19th day of March, 1984.
