AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFOMIA, CONCERSTING-ADMINIS-
TRATIVE CHANGES TO THE SIM ORDINANCE.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORMIN AS
FOLLOWS:
SECTION 1.
1. Previous ordinance amendments. have made some sections of the Sign
.Ordinance redundant or obsolete;
2.. Removing redundant and obsolete sections will clarify the Ordi-
nance
rdi-nance and facilitate its administration;
3. Sane sections of the ordinance have wording which is, in some
degree, inexplicit or unclear and which has required administrative inter-
pretation;
4. It is in the public interest to clarify such sections explicitly
in the Municipal Code.
ACCORDINGLY, the City Council of the City of Costa Mesa hereby amends
Title 5 of the Costa 'Mesa -Municipal Code'as hereinafter set forth:
SECTION 2.
1. Amend'Section 5-119(26) to read:
"Roof -sign shall mean a sign erected between the lowest and highest
points of a roof. If a parapet which is 30 inches high or less extends
above the highest point of the roof, the top of the parapet shall be con-
sidered the highest point of the roof."
2.: Amend Section 5-120(D)(1)(a) to'read:
"All signs except those listed.in Sections 5-120 (D)(1)(b), (c), and
(d): per square foot, $1.00."
3. Amend Section 5-123(A) by deleting "Sign District 4" and "Sign
District 5."
4. Delete Section 5-123(C).
5'. Amend Section 5-123(G)(3) by deleting the sentence: "Ground signs
must clear driveways and parking areas by sixteen (16) feet."
6. Amend Section 5-123(H) to read:
"Roof signs. Roof signs as defined in Section 5-119(26) are permitted
subject to the sign area and letter height provisions of Section 5-123,
Table 2. Roof signs may indicate the name of the establishment only.
Signs which project above the highest point of the roof are prohibited."
7. Amend Section 5-123(J)(2) to read:
"An activity without frontage on a public street but with direct
access to a driveway, parking area less than forty-five (45) feet wide, or
a private sidewalk shall be permitted a wall sign, a maximum of fifteen
(15) square feet in area."
8. Delete Section 5-123(x)(3).
9. Amend Section 5-123(L) by deleting the sentence: "All projecting
signs must clear finished grade by eight (8) feet."
10. Add Section 5-123(M) to read:
"Vertical clearance. Canopy signs, projecting signs and ground signs
shall maintain eight (8) feet vertical clearance above all walkways and
sixteen (16) feet verticla clearance above all driveways and parking areas."
11. Amend Section 5-123(S)(2) to read:
"Wall sign. The aggregate area of all wall signs shall not exceed
forty (40) square feet per site. Official automobile repair station signs
(under the California Vehicle Code) shall be included within the allowable
aggregate area."

12. Amend Section 5-123(S)(3) to read:
"Price sign. One nonilluminated price sign, not to exceed twelve (12)
square feet in area, shall be allowed per street frontage. Credit card
logos, maximum area two (2) square feet each, may be attached thereto.
Alternatively, price information may be included on the ground sign author-
ized under Section 5-123(S)(1), in which case it may be illuminated but no
further price sign will be allowed on that street frontage."
13. Amend Section 5-124(a)(2) to read:
"Sign area per occupant. Within the limits established for the site,
occupants shall be authorized a maximum of forty (40) square feet of sign
area per street frontage. In addition, the property owner may allocate an
additional forty (40) square feet of sign area per street frontage to be
used to identify the site or one major tenant."
14. Amend Section 5-124(b) to read:
"Number of signs per site. The authorized sign area may be distrib-
uted among wall signs and, if authorized, one ground sign per street
frontage. Authorized sign area shall be calculated for each street front-
age separately. Each occupant may display only one sign per street front-
age. Only one internally illuminated sign may be used per street frontage."
15. Amend Section 5-126(B)(3) to read:
"All signs which incorporate in any manner any flashing, moving, or
intermittent lighting as defined in Section 5-121(b)(1) or which incorpor-
ate any mechanical movement, shall cease all flashing, moving, or inter-
mittent lighting or mechanical movement by January 1, 1984."
SECTIM 3. This Ordinance shall take effect and be in full force
thirty (30) days from and after the passage thereof, and prior to the
expiration of fifteen (15) days from its passage shall be published once in

the ORANGE COAST DAILY PILOT, a newspaper.of general circulation, printed
and published in the City of.Costa Mesa or, in the alternative, the City
Clerk may cause to be published a summary of this Ordinance and a certified
copy of the text of this Ordinance shall be posted in the office of the
City Clerk five (5) days prior to the date of adoption of this Ordinance,
and within fifteen (15) days after adoption, the City Clerk shall cause to
be published the aforementioned summary and shall post in the office of
the City Clerk a certified copy of this Ordinance together with the names
of the members of the City Council voting for and against the same.
PASSED AND ADOPTED this 2nd day of April, 1984.
