AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, CONCERNING THE
LOCATION AND TREATMENT OF SATELLITE EARTH
STATION ANTENNAS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS
FOLLOWS:
SECTION 1.
1. The City Council finds and declares as follows:
a. Previous ordinances and amendments have not specifically
addressed satellite antennas.
b. Satellite earth station antennas may adversely impact
surrounding uses by nouse and unsightliness.
C. Satellite earth station antennas may adversely impact the
image of the City.
d. Due to the proliferation of such antennas, an ordinance is
needed to ensure application of consistent review criteria
to mitigate possible negative effects.
ACCORDINGLY, the City Council of the City of Costa Mesa hereby amends
Title 13 of the Costa Mesa Municipal Code as hereinafter set forth:
SECTION 2.
1. Add Section 13-61.9 to read as follows:
"Section 13-61.9 Satellite Antenna
'Satellite Antenna' shall be defined as an antenna designed to
receive broadcasts relayed from earth -orbiting communication
satellites."
2. Add Section 13-129.8 to read as follows:
1'8. Satellite. antennas, whether freestanding or attached to
another structure, shall be screened from view from public
rights-of-way and adjacent properties in a method acceptable to
the Planning Division."
3. Amend Section 13-143.2 to read as follows:
"2. All carports, trash enclosures, and mechanical equipment,
such as air conditioning canpressors, duct work, vents, and
satellite antennas, shall be screened frau view from public
rights-of-way and adjacent properties."
4. Amend Section 13-236.2 to read as follows:
"2. All trash containers and mechanical equipment, such as air
conditioning compressors, duct work, vents, and satellite anten-
nas, shall be screened from public rights-of-way and adjacent
properties."
5. Amend Section 13-420(i)(6) to read as follows:
"(i)(6). All trash containers and mechanical equipment, such.
as air conditioning compressors, duct work, vents, and satellite
antennas, shall be screened fran public rights-of-way and adja-
cent properties."
SECTION 3.
This Ordinance shall take effect and be in full force thirty (30) days
from and after the passage thereof, and prior to the expiration of fifteen
(15) days from its passage shall be published once in the ORANGE COAST
DAILY PILOT, a newspaper of general circulation, printed and published in
the City of Costa Mesa or, in the alternative, the City Clerk may cause to
be published a summary of this Ordinance and a certified copy of the text
of this Ordinance shall be posted in the office of the City Clerk five (5)

days prior to the date of adoption of this Ordinance, and within fifteen
(15) days after adoption, the City Clerk shall cause to be published the
aforementioned sumary and shall post in the.office of the City Clerk a
certified copy of this Ordinance together with the names of the members of
the City Council voting for and against the same.
PASSED AND ADOPTED this 1st day of April, 1985.
