HomeMy WebLinkAbout85-20 Establishing Parking Requirements for Office Buildings over 100,000 Square FeetORDINANCE NO. 85-20 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ESTABLISHING PARKING REQUIREMENTS FOR OFFICE BUILDINGS OVER 100,000 SQUARE FEET IN AREA AND PROVIDING FOR REDUCED PARKING FOR MIXED USE PROJECTS. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. 1. Studies show that parking requirements for large mid- and high- rise offices are lower than for garden office projects; 2. Peak parking demand for different uses varies by hour, day and month; 3. Peak parking periods for separate uses within a mixed use project can be canplimentary thereby reducing the total parking requirement; 4. Requiring more parking than is needed unnecessarily increases velopment costs and can be detrimental to the environment by causing excessive amounts of land area to be covered by impervious materials; ACCORDINGLY, the City Council of the City of Costa. Mesa hereby mends the Costa Mesa Municipal Code as hereinafter set forth: SECTION 2. 1. Amend Section 13-552(1) to read:. "Office uses (except as identified below) and retail stores - 4 spaces per 1000 square feet of gross floor area with minimum of 6 spaces. Office buildings exceeding 2 stories in height and 100,000 square feet in area - 3 spaces per. 1000 square feet of gross floor area." 2. Amend Section 13-554 to read: "PARKING REQUIREMENTS FOR MIXED USE DEVELOPMENTS [nen there are mixed uses within a single development which share the same parking facilities, the total requirement for parking shall be deter- mined as outlined in "City of Costa Mesa Procedure for Determining Shared Parking Requirements" which is included herein as Exhibit A and which may be amended fron time to time by resolution of the City Council following receipt of the report and recommendation of the Planning Commission and upon a duly noticed public hearing. A greater reduction in parking than would be allowed under this procedure may be approved by Conditional Use Permit where it can be demonstrated that less parking is needed due to the hours of operation or other unusual features of the users involved." SECTION 3. This Ordinance shall take effect and be in full force thirty (30) days from and after the passage thereof, and prior to the expiration of fifteen (15) days from its passage shall be published once in the ORANGE COAST DAILY PILOT, a newspaper of general circulation, printed and published in the City of Costa Mesa or, in the alternative, the City Clerk may cause to be published a summary of this Ordinance and a certified copy of the text of this Ordinance shall be posted in the office of the City Clerk five (5) days prior to the date of adoption of this Ordinance, and within fifteen (15) days after adoption, the City Clerk shall cause to be published the aforementioned sutmary and shall post in the office of the City Clerk a certified copy of this Ordinance together with the names of the members of the City Council voting for and against the same. - 2 - PASSED AND ADOPTED this 1st day of July, 1985. Determine peak parking requirements for each use in the development according to standards in the Costa Mesa Municipal Code. 2. Using the following table, determine the hourly and daily parking requirement for each use: 3. Determine the total demand for the development by hour and day by totaling the appropriate figures for each use. 4.
