ORDINANCE NO. 81-K
AN INTERIM ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF COSTA MESA, CALIFORNIA, EXTENDING THE
EFFECT OF ORDINANCE NO. 81-09 PROHIBITING THE
PROCESSING OF APPLICATIONS FOR "ELECTRONIC GAME
MACHINES" AND "AMUSEMENT CENTERS" WITHIN THE
CITY OF COSTA MESA ADOPTED AS AN URGENCY ORDI-
NANCE AND SETTING FORTH THE REASONS THEREFOR.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS
SECTION 1: The City Council of the City of Costa Mesa finds and
declares that Ordinance No. 81-09 was adopted as an urgency interim ordinance
prohibiting the processing of applications which seek approval for the place-
ment and operation of "electronic game machines" and "amusement centers"
located within the City of Costa Mesa; and, that additional time is required
to enact provisions concerning the regulation of "electronic game machines"
and, therefore, adopts this extension of Ordinance No. 81-09 pursuant to
California Government Code 65858 for the general health, safety, and welfare
of the public.
Accordingly, the following Urgency Ordinance is adopted herewith:
SECTION 2: City Staff is hereby directed that no new applications
shall be accepted which seek permission to place and operate "electronic
game machines" or approve the opening of "amusement centers" within the City
of Costa Mesa.
SECTION 3: The reasons in support of the necessity of this Urgency
Interim Ordinance are as follows:
The requested study concerning "electronic game machines" and "amuse-
ment centers" has been completed, however, additional time is necessary to
formulate regulations implementing Council's recomTrendations of the study.
SECTION 4: This Ordinance shall take effect and be in full force
and effect immediately from and after its passage, and before the expiration
of fifteen (15) days after its passage, shall be published once in the Orange,
Coast Daily Pilot, a newspaper of general circulation, printed and published
in the City of Costa Mesa, together with the names of the members of the City;
Council voting for and against the same. The provisions of this Ordinance
shall be effective until such time as permanent regulations relating to "elec-
tric game machines" have been enacted by the City Council.
The City Clerk is directed to file this as a Miscellaneous Ordinance
and not in the Costa Mesa Municipal Code.J-- ,
