HomeMy WebLinkAbout12/12/2006 - Study Session - City CouncilREGULAR AJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA December 12, 2006 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting (Study Session), on Tuesday,. December 12, 2006, at 4:35 p.m. in the Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called to order by the Mayor. ROLL CALL: Council Members Present: Mayor Allan Mansoor Mayor Pro Tem Eric Bever Council Member Linda Dixon . Council Member Katrina Foley Council Member Wendy Leece Council Members Absent: None Officials Present: City Manager Allan Roeder Assistant City Manager Thomas Hatch City Attorney Kimberly Hall Barlow Video Communications Supervisor Dane Bora City Clerk Julie Folcik I. PUBLIC COMMENT 1. Paul Helms, Costa Mesa, reported to the Council that a gang was to receive a shipment of AK 47's and suggested that honorably discharged veterans should be armed in order to assist the police in case of civil unrest. 2. Martin Millard, Costa Mesa, reported that there may be some non -profits are funded by Community Development Block Grant (CDBG) funds that were only serving a specific fraction of the community discriminating against others. 3. Paul Bunney, Costa Mesa, questioned what an appropriate response in the facilitation of a Council meeting would be when faced in an adverse situation. He also inquired to if it was appropriate to contact a Council person at home. 4. Beth Refakes, Costa Mesa, commented on the occasion when staff reports were not uploaded or a link was missing and requested that timeliness be considered so the public may have sufficient time to review. 5. David Kinkade, Costa Mesa, expressed his appreciation to the Council for their dedication, decorum, and looked forward to them working cohesively together. II. ITEMS FOR DISCUSSION 1. Discussion of Citv Council Reorganization A. Review of Process and Procedures – -- - The City Attorney briefed elements of motions, appeals, reviews and rules of order, for parliamentary procedures, and the regulations regarding regular meetings, special meetings and study sessions. The City Clerk presented an overview of the agenda process. The Video Communications supervisor briefly spoke about tips for the televised meetings that covered clothing, posture and speech. The City Manager addressed the placing of an item on the agenda, and the Assistant City Manager advised of the City's processing of constituent requests and complaints. Each responded to questions from the Council. No action was taken on this item. 2. ADpointments, Training and Support. The City Manager summarized the agenda report outlining the Committee assignment procedures for Council members to be assigned as liaisons, the commission and committee appointments process, and upcoming training opportunities for the Council members, as well as, an overview of the Council Member's budget and priorities. He responded to questions from the City Council. No action was taken. 4. EmDlovee of the Month The City Council reviewed applications for Employee of the Month, a preference was indicated, absent any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS There were no Council Comments made. IV. ADJOURNMENT: The Mayor declared the City Council meeting adjourned at 6:00 p.m. The next Regular Meeting will be held January 16, 2007, at 6:00 p.m. ALLAN R.
