HomeMy WebLinkAbout07/12/2004 - Special Meeting - City CouncilSPECIAL MEETING OF THE CITY COUNCIL CITY OF COSTA MESA July 12, 2004 The City Council of the City of Costa Mesa, California, met in a special session on July 12, 2004, at 6:40 p.m., in the Conference Room IA, of City Hall, 77 Fair Drive, Costa Mesa. Notice of the special meeting was given as required by law. The meeting was called to order by the Mayor Monahan. ROLL CALL Council Members Present: Mayor Gary Monahan Mayor Pro Tem Allan Mansoor Council Member Libby Cowan Council Member Chris Steel Council Member Mike Scheafer Council Members Absent: None _ . ----- Officials Present: City Manager Allan- Roeder Assistant City Manager Steve Hayman Acting Administrative Services Director Howard Perkins Deputy City Clerk Julie Folcik PUBLIC COMMENTS Lori McDonald, Costa Mesa, stated that she has witnessed some encroachments on the public right-of-way and felt that there was a Encroachments of belief that they have been done so long ago that they had been Public Right -of -Way "grandfathered in". She stated that sidewalks are a liability with the constantly cracking concrete and felt that their removal would be relieve the City of some of its liability, and that the replacement of grass would be aesthetically pleasing. Ms. McDonald advised that Newport Beach requires the undergrounding of utilities on all new Undergrounding of construction. She stated that while the Costa Mesa Municipal Code Utilities also requires the undergrounding of utilities that it has not been enforced. She stated that she has safety concerns with two utility poles and the grounding wire located in her backyard as it could prove hazardous should high winds or rain knock them down. She suggested that if any alley's are to be considered that utilities be considered before installation of the right-of-way. She estimated that it would cost about $3,000.00 for a property owner to underground their utilities. Encroachments of Beth Refakes, Costa Mesa, commented that there are a lot of Public Right -of -Way encroachments in the right-of-way on the east side. She felt any remodel of a home should require a survey of the property to identify the location of the property line. She believed that the except for sprinklers and sod that all encroachments should be removed, and that the City should increase the liability insurance Undergrounding of requirement for residential areas. Ms. Refakes also addressed the Utilities undergrounding of utilities and felt that the City should require the undergrounding for major remodeling projects in residential neighborhoods. CLOSED SESSION Mayor Monahan announced the Closed Session Pursuant to Section 54957.6 of the California Government Code a closed session was to be held by the City Council to confer with its labor negotiators. The City's designated representatives are Steve Hayman, Assistant City Manager, and Steve A. Filarsky, The labor negotiations are with the following employee organizations: Costa Mesa Firefighters Association, Costa Mesa Police Association, and the Costa Mesa Police Management Association. The Mayor adjourned the meeting to closed session at 6:50 p.m. RECONVENED The Mayor reconvened the public session of the meeting at 8:15 No Action Taken p.m. and at that time reported that no action was taken at the closed session.
