The Closed Session meeting was called to order by the Mayor at 5:00 p.m. in the
Council Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California.

1. Conference with legal counsel regarding anticipated litigation, significant exposure to
litigation pursuant to California Government Code Section 54956.9(d)(4) for one
potential case.

Council Member Genis thanked the Costa Mesa Police Department's response to an
incident; spoke on the Military Affairs Team and donations; League of Cities meeting on
water conservation and to keep watering trees; Fairview Park; and spoke on ambulance

Council Member Monahan spoke on the Fire Department's reorganization; the
consultant study and figures; the Group Home Ordinance; drug activity; complemented
the Police Department and Edison; and spoke on the Kaiser Elementary School

Mayor Pro Tem Righeimer thanked the Police Department for a response to an incident;
and spoke on the ambulance transport and costs. (01:19:40)

4. REFUND OF CASH DEPOSIT IN CONNECTION WITH ENCROACHMENT
PERMIT NO. PS14-00696 FOR PARKWAY IMPROVEMENTS AT 2183 MINER
STREET, COSTA MESA, CALIFORNIA
ACTION:
City Council refunded the cash deposit in connection with Encroachment Permit
No. PS14-00696 in the amount of $23,235.00 to Miner Partners LLC, 20201 SW
Birch Street, Suite 100, Newport Beach, CA 92660.
5. POLICE DEPARTMENT UNIFORMS AND EQUIPMENT CONTRACT
ACTION:
City Council approved and authorized the Chief Executive Officer to execute the
service agreement and any renewal amendments for an annual contract for
uniforms and equipment through the City of Los Angeles Cooperative Agreement,
Contract ID No. 59547 and Contract ID No. 59463, with Galls, LLC, effective
February 2, 2016 through February 1, 2017, in an amount not to exceed $168,000
annually, with the option to renew for four additional one year terms, upon mutual
agreement of both parties.
