AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
AMENDING TITLE 12 OF THE COSTA MESA MUNICIPAL CODE WITH THE
ADDITION OF CHAPTER IV, ESTABLISING A SENIOR COMMISSION TO ADVISE
THE CITY COUNCIL ON ISSUES AFFECTING THE SENIOR COMMUNITY.
WHEREAS, the City of Costa Mesa is committed to serve the needs of its senior
population through the provision of programs and service at the Costa Mesa Senior
Center; and
WHEREAS, the City Council of the City of Costa Mesa desires to establish a
Commission to study and advise the City Council on matters affecting the senior
community in the City of Costa Mesa.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Title 12 of the Costa Mesa Municipal code is hereby amended with
the addition of Chapter IV (Senior Commission) as follows:
CHAPTER IV. SENIOR COMMISSION
Sec. 12-81. Commission established.
There is hereby established as a part of the government of the city, a
senior commission, which shall
a) Consider matters regarding Senior issues referred to them by the City
Council, Chief Executive Officer, Assistant Chief Executive Officer or
Recreation Manager;
b) Hold public hearings, as it may deem necessary, to address projects
and issues effecting the Senior population;
c) By its own motion, conduct studies, surveys, and evaluations to
determine the efficiency and effectiveness of existing or proposed
policies, plans and procedure dealing with Senior topics and report
and recommend to the City Council, Chief Executive Officer, Assistant
Chief Executive Officer or Recreation Manager;
d) Solicit partnerships with other senior organizations which share the
common goal to serve Costa Mesa's senior population; and
e) Seek out and recommend to the City Council, Chief Executive Officer,
Assistant Chief Executive Officer or Recreation Manager possible
public and private funding opportunities available to implement new or
enhance existing senior programs and services.

Sec. 12.82. Rules and regulations.
The commission shall operate under the following rules and regulations:
a) Election of officers: Election of officers shall take place at the first
meeting in July of each year. The officers shall consist of a
chairperson and vice -chairperson. In the event of a vacancy in either
office, the Commission shall elect one of its members for the
unexpired term.
b) Meetings: The commission shall meet on the 2nd Tuesday of every
other month at the Costa Mesa Senior Center, 695 W 19th St. In the
event the meeting day falls on a holiday, the meeting shall be held on
the next business day.
c) Quorum: One more than half the Commission membership shall
constitute a quorum.
d) Commission Liaison: The Senior Center Program Administrator will
act as the City Liaison to the Commission.
e) Secretary: A secretary will be designated by the Recreation Manager
to record minutes and maintain records.
Sec. 12.83. Procedure.
a) All meetings of the Commission shall be open to the public.
b) Matters brought before the Commission by the public and/or
Recreation Manager shall be considered by the Commission and shall
report findings and recommendation to the City Council, the Chief
Executive Officer, the Assistant Chief Executive Officer, and
Recreation Manager.
c) Special Meetings of the commission may be called at any time by the
Chairperson, or Vice -Chairperson in the absence of the Chairperson,
the Mayor, the Chief Executive Officer, the Assistant Chief Executive
Officer, or by the majority of the members of the Commission, at least
24 hours prior to the meeting.
Sec. 12.84. Membership.
The senior commission shall consist of five (5) members appointed by a
majority vote of the entire city council. The city council may, by majority vote,
remove any member of the senior commission. Additional details for the
appointment procedures and member qualifications, terms, and compensation
may be set by city council policy.
Section 2. Any provision of the Costa Mesa Municipal Code or appendices
thereto inconsistent with the provisions of this Ordinance, to the extent of such
inconsistencies and no further, is hereby repealed or modified to that extent necessary
to effect the provisions of this Ordinance.

Section 3. If any section, subsection, sentence, clause, phrase or portion of
this ordinance is for any reason held to be invalid or unconstitutional by the decision of
any court of competent jurisdiction, such decision shall not affect the validity of the
remaining portions of this Ordinance. The City Council of the City of Costa Mesa
hereby declares that it would have adopted this Ordinance and each section,
subsection, sentence, clause, phrase, or portion thereof, irrespective of the fact that any
one or more sections, subsections, sentences, clauses, phrases or portions be
declared invalid or unconstitutional.
Section 4. The Mayor shall sign and the City Clerk shall certify to the passage
and adoption of this Ordinance and shall cause the same to be published and posted
pursuant to the provisions of law in that regard and this Ordinance shall take effect 30
days after its final passage.
