AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, AMENDING SECTIONS
14-25 AND 14-29 OF THE COSTA MESA MUNICIPAL
CODE CONCERNING BADGES FOR POLICE DEPARTMENT
PERSONNEL.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN
AS FOLLOWS:
Section 1. Section 14-25 of the Costa Mesa Municipal Code
is hereby amended to read as follows:
"The chief of police may issue one official police
officer's badge to each regular and reserve police
officer. Neither the chief of police nor any other
officer or employee of the City shall issue any official
police officer's badge to any person riot a regular or
reserve police officer. The chief of police may issue a
civilian police department badge to the civilian
employees and volunteers of the police department which
identifies the employee's position as not a regular or
reserve police officer."
Section 2. Subsections (b) and (c) of Section 14-29 of the
Costa Mesa Municipal Code are hereby amended to read as follows:
" (b) Except as provided in this chapter, no person shall
have in his or her possession any other badge, star,
shield, minature, ring, charm or insignia, regardless of
the size, shape or design thereof, which has on it the
words "police" or "detective" whether used separately,
together or in combination with any other words
indicating a connection with the police department, or
which is identical in design or which resembles an
official police officer's badge or civilian police
department badge that it may be readily mistaken for such
badge.
(c) No person who is not a regular or reserve police
officer or a civilian employee or volunteer of the police
department shall wear 'or display any badge, star or
insignia calculated to indicate that he or she is a
member of or connected with the department of police of
the city."
Section 3. Publication.
This Ordinance shall take effect and be in full force and
effect thirty (30) days from and after its passage and, before the
expiration of fifteen (15) days after its passage, shall be
published once in the NEWPORT BEACH -COSTA MESA PILOT, a newspaper
of general circulation printed and published in the City of Costa
Mesa, or, in the alternative, the City Clerk may cause to be
published a summary of this Ordinance and a certified copy of the
text of this Ordinance shall be posted in the office of the City
Clerk five (5) days prior to the date of adoption of this
Ordinance, and within fifteen (15) days after adoption, the City
Clerk shall cause to be published the aforementioned summary and
shall post in the office of the City Clerk a certified copy of this

Ordinance together with the names of the members of the City
Council voting for and against the same.
