CALL TO ORDER (00:00:16)
The meeting was called to order by the Mayor at 5:02 p.m. in the Council Chambers at
Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California.
ROLL CALL (00:00:25)
Present: Mayor Mensinger, Mayor Pro Tem Righeimer, Council Member Foley, and
Council Member Genis (Arrived at 5:08 p.m.)
Absent: Council Member Monahan
Officials Present: Chief Executive Officer Thomas R. Hatch, City Attorney Thomas Duarte,
Assistant CEO Rick Francis, Economic and Development Services Director Gary
Armstrong, Public Services Director Ernesto Munoz, Interim Finance Director Stephen
Dunivent, and City Clerk Brenda Green.
PUBLIC COMMENTS (00:00:42)
Speaker, Costa Mesa, spoke on a strip of land on 17th St. behind Plum's Cafe; and spoke
against the taxpayers paying for the replanting of trees. (00:01:15)
Art Goddard, Costa Mesa, spoke on the academies and test scores; and spoke in support
of library funding. (00:03:14)
Beth Refakes, Costa Mesa, spoke on the upgrading of the City website; spoke on the
need for a video production replacement fund; spoke on funds needed to replace both fire
stations; and spoke on funding needed for signal pre-emption. (00:05:25)
Wendy Leece, Costa Mesa, spoke in support of funding libraries; spoke on a vision; spoke
on the City Council's priorities; a strategic plan; and spoke on the narcotics seizure funds.

ITEMS FOR DISCUSSION
1. FISCAL YEAR 2015-16 BUDGET STUDY SESSION
CEO Hatch provided an introduction to the budget. (00:09:40)
Interim Finance Director, Stephen Dunivent, provided an overview of the Fiscal Year
2015-16 Preliminary Budget; and presented a Power Point Presentation. (00:20:29)
Public Services Director, Ernesto Munoz, provided an overview of the Fiscal Year
2015-2016 Preliminary CIP Budget; provided a projects overview; and presented a
Power Point Presentation. (00:49:38)

Council Member Genis requested additional information on: the use of the proprietary
funds; the number of vacant positions and the length of those vacancies; the 2.5
million dollar carryovers; and including a summary of part-time employees. (01:15:01)
Mayor Pro Tem Righeimer spoke on the budget and revenues and property taxes.

Mayor Mensinger spoke on the infrastructure budget. (01:30:09)
Council Member Genis requested additional information on the costs for outsourcing
the street cleaning program by individual department; the $365,000 City Council
budget; the goal regarding empowering residents to form community groups; the costs
for oversize printing and laminating services; the line item regarding Maintenance &
Operations and self-insurance fund; requested including: the time spent on providing a
staff liaison to the Pension and Finance Committees; the objectives and
accomplishments to increase the teen programs; the number of Parks and Community
Services Department personnel employees; an objective of achieving full staffing and
reestablishing special task forces such as Gangs and Narcotics; the costs associated
for Police Officer attending the academy; the Police and Fire Department Emergency
Response times; and spoke on the turnaround time for processing applications in the
Development Services Department. (01:31:02)
Council Member Foley requested that City Council establish Goals, Priorities and
Objectives to be included in the budget. (02:06:42)
Council Member Genis requested adding monitoring the planning of properties owned
by other government agencies in the City of Costa Mesa; a goal be added to Public
Services to coordinate all improvements with local residents and businesses in the
early planning stages; that all the Capital Improvements include the estimated annual
operating costs; a Traffic Study for SoBeca; and funding of the Police Station
Emergency Generator. (02:10:43)
