A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, SUPPORTING THE PARTNERING WITH THE ORANGE COUNTY
PARKS DEPARTMENT IN ORDER TO APPLY FOR GRANTS AND OTHER FUNDING
OPPORTUNITIES FOR THE TALBERT REGIONAL PARK FINAL RESTORATION
PLAN
THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, Talbert Regional Park is a natural, scenic, recreational and ecological
local treasure, and
WHEREAS, the Orange County Parks Department has proposed a plan detailed
in its report, "Talbert Regional Park Final Habitat Restoration Plan" (the "Restoration
Plan") dated December 2015, and
WHEREAS, the City of Costa Mesa desires to develop such partnership with the
Orange County Parks Department to further the use and enjoyment of Talbert Park for
the benefit of the citizens of Costa Mesa.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Costa
Mesa that it fully supports and endorses partnering with the Orange County Parks
Department in order to apply for grants and other funding opportunities for the Talbert
Regional Park Final Habitat Restoration Plan.
BE IT FURTHER RESOLVED that the City Council hereby supports revisions
and/or additions to the Restoration Plan to include park benches, bicycle racks, a fish
cleaning station, signage relating to the legal size of fish and permissible species,
widening the proposed pier at Victoria pond to allow for fishing on both sides of the pier
and/or redesigning the pier to allow for boat passage, and directs the appropriation of

$50,000.00 for staff time and resources to apply for grants and other funding opportunities
with the Orange County Parks Department, such funds to come from unencumbered
Capital Improvement Funds.
BE IT FURTHER RESOLVED that the City Council hereby designates the Public
Services Director to be the authorized city representative of the City for actions taken in
support of the Restoration Plan.
