HomeMy WebLinkAbout00-19 Extending Interim Ordinance 00-10ORDINANCE NO. 00-19 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, EXTENDING INTERIM ORDINANCE NO. 00-10 IMPOSING A MORATORIUM ON SMALL -LOT, RESIDENTIAL DEVELOPMENTS. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: Section 1. Findings. The City Council of the City of Costa Mesa finds and declares that Ordinance No. 00-10 was adopted on June 5, 2000, as an urgency interim ordinance to allow sufficient time for the City to conduct a study to evaluate possible amendments to residential development standards and the General Plan; that the interim ordinance prohibited the discretionary approval of any projects consisting of more than two detached.,,. single-family Tesid.ential.dwellings; that the interim ordinance was initially extended from July 21, 2000, to and including December 6, 2000, pursuant to Government Code Section 65858(a); that since the adoption of the interim ordinance, and the initial extension, the City staff has worked diligently to complete the study, but that additional time is still needed for this purpose; that at least 10 days before the initial extension of the interim ordinance expires, a written report pursuant to Government Code Section 65858(d) was issued describing the measures taken to alleviate conditions leading to the adoption of the interim ordinance; and that there continues to be a current and immediate threat to the public health, safety, or welfare, and that approval of any of the prohibited projects would result in that threat to the public health, safety, and welfare. Section 2. Extension. Interim Ordinance No. 00-10 is hereby extended for an additional eighteen (18) months from December 7, 2000, to and including June 4, 2002, pursuant to Government Code Section 65858(a). Section 3. Effective Date and Publication. This Ordinance shall take effect and be in full force and effect immediately from and after its passage and, before the expiration of fifteen (15) days after its passage, shall be published once in a newspaper of general circulation, printed and published in the City of Costa Mesa.
