D AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA EXTENDING INTERIM ORDINANCE NO. 99-18 IMPOSING A MORATORIUM ON CERTAIN NEW USES WITHIN THE WESTSIDE SPECIFIC PLAN AREA. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: Section 1. Findings. The City Council of the City of Costa Mesa finds and declares that Ordinance No. 99-18 was adopted on December 6, 1999, as an urgency interim ordinance to allow sufficient time for the City to complete the Westside Specific Plan Study and take any necessary steps to implement the recommendations of the study concerning land uses permitted in the study area; that the interim ordinance forbade the issuance of any permits or approvals which would allow commencement of any new sales of alcoholic beverages, bars, liquor stores, and convenience stores within the study area; that since the adoption of the interim ordinance the City staff and consultant have worked diligently to complete the study, but that additional time is still needed for this purpose; that at lease 10 days before the interim ordinance expires a written report pursuant to Government Code section 65858(d) was issued describing the measures taken to alleviate conditions leading to the adoption of the interim ordinance; and that there continues to be a current and immediate threat to the public health, safety, or 1 welfare and that approval of any of the prohibited uses would result in that threat to the public health, safety, and welfare. Section 2. Extension. Interim Ordinance No. 99-18 is hereby extended for an additional 1 year, 10 months and 15 days from January 21, 2000, to and including December 6, 2001, pursuant to Government Code section 65858(a). Section 3. Effective Date and Publication. This Ordinance shall take effect and be in full force and effect immediately from and after its passage and, before the expiration of fifteen (15) days after its passage, shall be published once in a newspaper of general circulation, printed and published in the City of Costa Mesa.
