HomeMy WebLinkAbout01-02 - Establishing Pay Range for a Job Classification Represented by CMCEARESOLUTION NO. p / - oQ— A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ESTABLISHING THE PAY RANGE FOR A JOB CLASSIFICATIONS REPRESENTED BY THE COSTA MESA CITY EMPLOYEES ASSOCIATION. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The following job classification is hereby established and placed under the Basic Salary Administration Plan at the pay grade and monthly rate of pay specified effective December 31, 2001. The monthly rate of pay may also be in increments between the monthly minimum and maximum pay step. In addition, for non -sworn classifications, the City pays the employees' 7% retirement contribution to the Public Employees' Retirement System (PERS). CLASS CHARACTERISTICS Work involves responsibility for ensuring that the City provides a pre -hospital emergency care program in accordance with the Orange County Emergency Medical Services Master Plan and Emergency Medical Services Agency policies and procedures. The position will be responsible for paramedic training and continuing medical education and skills maintenance, paramedic certification/recertification programs, pre -hospital emergency care program quality improvement studies, records management and equipment purchases, and acting as the Fire Department liaison with regard to emergency medical services issues. Work is usually performed independently within established practices and procedures. Work is performed under the supervision of the Deputy Fire Chief and reviewed through conferences, reports and records. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Management reserves the right to add, modify, change or rescind work assignments as needed. Implements and monitors the Fire Department quality improvement program mandated by the State of California for Basic Life Support (BLS), Advanced Life Support (ALS) and ambulance services; conducts studies to analyze quality of services; recommends and implements system or process modifications to ensure compliance with state, county and local mandates and standards. Participates in formulating objectives, policies and procedures for the pre -hospital care and emergency medical services (EMS) program. Establishes the criteria for and participates in the selection of department candidates for paramedic training and monitors their performance and progress during the training and certification period. Coordinates, schedules and/or conducts the required Continuing Medical Education (CME) and skills maintenance sessions for Firefighter/Paramedics; evaluates training results to ensure performance standards are met; monitors the paramedic recertification and accreditation process to ensure compliance with State, county and local laws and regulations. Prepares and maintains emergency medical services and pre -hospital care records and reports, including utilizing the records management system; participates in the preparation and monitoring of the EMS budget. Monitors and evaluates revenue enhancement programs, including the ambulance service and non-resident user fee programs, for maximum effectiveness and quality; ensures contract compliance as required. Evaluates, selects and purchases equipment and supplies utilized in pre -hospital care; initiates equipment service contracts; inspects ambulances to ensure proper equipment inventories. Coordinates, schedules and participates in the presentation of public awareness and educational programs related to emergency medical services; responds to public inquiries regarding emergency medical services. CITY OF COSTA MESA CLASS CODE 221 Established December 2000 Acts as the Fire Department liaison with regulatory and associate EMS agencies, base hospital personnel, paramedic training institutes, and ambulance company staff; participates on regional paramedic advisory committees to provide input and represent the interests of the department in the formation of policies and procedures. Analyzes the effects of current and pending legislation impacting paramedic and emergency medical services programs; develops response proposals as required. Performs other related duties as required. ALIFICATIONS GUIDELINES A typical way to obtain the requisite knowledge and abilities to perform the duties and responsibilities of this classification is as follows: Education, Training and/or Experience Considerable experience in the delivery of emergency medical care, including responsibility for supervision and training. Graduation from a four-year college or university with major coursework in nursing, health sciences, fire science, public administration or closely related field. License and/or Certificate State ,of California Registered Nurse or Emergency Medical Technician -Paramedic Licensing. Possession of a valid California Class C Driver's License or higher. Revocation of license during employment may result in disciplinary action or reassignment. Requisite Knowledge and Skill Levels Thorough knowledge of the goals and responsibilities of a municipal fire department and pre -hospital emergency care program; applicable State, county and local laws, rules, regulations and guidelines related to emergency medical care; principles and practices of program administration including program monitoring, budget preparation and control, personnel policy; adult learning and teaching concepts; current trends and developments in the field of emergency medical services. Skill in conducting training and presenting information before groups. Requisite Abilities Ability to plan, coordinate and direct an emergency medical services program and related training; analyze situations accurately and adopt an effective course of action; understand, interpret and apply pertinent provisions of state, county and local laws, rules, regulations and standards as they relate to emergency medical services; comprehend complex medical concepts related to emergency medical care; conduct research, analytical studies and surveys; express ideas clearly and concisely, verbally and in writing; establish and maintain effective working relationships with others including City employees, base hospital personnel, representatives of cooperative agencies, paramedic training institutes and the public; utilize a computer and appropriate software programs. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS Essential duties require the following physical tasks and environmental conditions: Ability to sit, stand, walk, reach, operate a computer keyboard, read, bend, turn, twist, grasp, push, pull, carry and lift files and reports from desk tops or file drawers; exposure to vibration, pitch and glare from a computer; and safely operate a motor vehicle. Infrequent exposure to temperature fluctuations, water, sun, noise (e.g., fire alarms, sirens, power tools).
