AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, AMENDING TITLE 5, CHAPTER 1, TABLE R301.2(1) OF THE COSTA
MESA MUNICIPAL CODE BY ESTABLISHING THE ULTIMATE DESIGN WIND
SPEED TO BE UTILIZED FOR THE DESIGN OF RESIDENTIAL STRUCTURES AS
REQUIRED BY THE 2016 CALIFORNIA RESIDENTIAL CODE AND FURTHER
ESTABLISHING THAT THE CITY OF COSTA MESA IS NOT WITHIN EITHER A
SPECIAL WIND REGION OR A WIND BORNE DEBRIS ZONE.
THE CITY COUNCIL OF THE CITY OF COSTA MESA FINDS AS FOLLOWS:
WHEREAS, Health and Safety Code Section 17958 provides that the City of
Costa Mesa ("City") shall adopt Ordinances and regulations imposing the same or
modified or changed building regulation requirements as are contained in the
regulations adopted by the State pursuant to Health and Safety Code Section 17922;
WHEREAS, the State of California is mandated by Health and Safety Code
Section 17922 to impose the same requirements as are contained in the most recent
edition of the California Residential Code; and
WHEREAS, Section R301.2 of the 2016 California Residential Code provides
that the local jurisdiction responsible for regulating residential construction within the
community set forth climatic and geographic design criteria set forth in Table R301.2(1)
including the Ultimate Design Wind Speed to be utilized for the design of residential
structures within the community in addition to establishing if the community is within a
Special Wind Region or a Wind Borne Debris Zone, and;
WHEREAS, the Ultimate Design Wind Speed per California Residential Code
Figure R301.2(1) establishes the Ultimate Design Wind Speed to be utilized for the
design of residential structures within the City of Costa Mesa as being 110 mph and

that the community is not within a Special Wind Region or a Wind Borne Debris Zone.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1.
The Ultimate Design Wind Speed to be utilized for the design of residential
structures within the City of Costa Mesa shall be 110 mph and establishing the City of
Costa Mesa as not being within a Special Wind Region or a Wind Borne Debris Zone
as identified by Figure R301.2(1) of the 2016 California Residential Code.
Section 2.
Section 5-1.3 of Chapter I, Title 5, of the Costa Mesa Municipal Code Figure
R301.2(1) is hereby amended to read as follows:

Section 3. Filing
The Development Services Department shall file copies of Ordinance No. 17-03 with the
California Building Standards Commission and Department of Housing and Community
Development pursuant to law.
Section 4. Severability.
If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any
reason held out to be invalid or unconstitutional by the decision of any court of competent
jurisdiction, such decision shall not affect the validity of the remaining portions of this
ordinance. The City Council of the City of Costa Mesa hereby declares that it would have

Section 3. Filing

adopted this ordinance and each section, subsection, sentence, clause, phrase or portion
thereof irrespective of the fact that any one or more sections, subsection, sentence
clause, phrases or portions be declared valid or unconstitutionally.
Section 5. Inconsistencies.
Any provision of the Costa Mesa Municipal Code or appendices thereto inconsistent
with the provisions of the Ordinance, to the extent of such inconsistencies and no
further, are repealed or modified to that extent necessary to affect the provisions of this
Ordinance.
Section 6. Effective date.
This Ordinance shall become effective on the earliest date allowed by law.
Section 7.
The City Clerk shall certify the adoption of this Ordinance and shall cause the same to
be posted or published in the manner as required by law.
