The meeting was called to order by the Mayor at 5:45 p.m. in the Council Chambers at
Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California.

City Council adopted Resolution 1686: A Resolution of the City Council of the
City of Costa Mesa, California, reciting the facts of the General Municipal
Election held on November 8, 2016 declaring the results and such other
matters as provided by law.

Mayor Pro Tem Righeimer presented Mayor Mensinger with the Mayor's
award and Kelly Shelton, Executive Assistant to the CEO, presented him
with a Memory Photo Album.
Mayor Pro Tem Righeimer presented Council Member Monahan with a
plaque and Kelly Shelton presented him with a Memory Photo Album.
2. Administration of Oath of Office for the newly -elected City Council Members

Karen Robinson, Superior Court Judge and former Mayor of Costa Mesa,
administered the Oath of Office for the newly -elected City Council Members:
Sandra L. Genis, Allan R. Mansoor, and John B. Stephens.
3. City Council Reorganization by election of Mayor and Mayor Pro Tem:

City Clerk Brenda Green opened the floor for nominations for Mayor.
Mayor Pro Tem Righeimer nominated Council Member Genis for Mayor. Council
Member Mansoor seconded the nomination.
Council Member Genis nominated Council Member Foley for Mayor. Council
Member Stephens seconded the nomination.
Council Member Genis requested to withdraw her name from nomination for
Mayor.

COUNCIL MEMBERS' REPORTS, COMMENTS, AND SUGGESTIONS (01:08:50)
Mayor Pro Tem Genis thanked everyone who worked the past election; and
encouraged everyone to stay involved.
Council Member Righeimer congratulated Mayor Foley; and spoke on working
together.
Council Member Stephens congratulated the Mayor and Mayor Pro Tem;
thanked numerous people including family, friends and volunteers; and spoke
on working together.
Council Member Mansoor thanked Mensinger and Monahan; thanked his family,
supporters and the staff; and spoke on homeless issues at Talbert Park; special
prosecutor for misdemeanors; and coyote issues.
Mayor Foley announced the next meeting for City Council is January 3, 2017;
requested CEO Hatch to implement the following for the January 3 City
Council meeting: move all public comments at the beginning of the meeting,
make speaker cards voluntary except for Consent Calendar items, move Council
Member Comments to the end of the meeting and change the CEO's title back to
City Manager; requested the Fire Station # 6 and the ambulance transport model
be agendized for the January City Council meetings: and spoke on bringing back
study sessions in January.
