CALL TO ORDER - The Regular City Council and Successor Agency to the Redevelopment Agency and Housing Authority meeting was called to order by Mayor Stephens at 6:00 p.m. NATIONAL ANTHEM AND PLEDGE OF ALLEGIANCE Brendan Ford led the National Anthem and Council Member Chavez led the Pledge of Allegiance. MOMENT OF SOLEMN EXPRESSION Led by Pastor Christine Wallington, Seventh Day Adventist Church. ROLL CALL Present: Council Member Chavez, Council Member Gameros, Council Member Harlan, Council Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens. Absent: Council Member Harper. PRESENTATIONS Mayor Stephens presented a Proclamation in recognition of Nowruz- Persian New Year 2022. Police Chief Lawrence provided a six-month department update. PUBLIC COMMENTS — MATTERS NOT LISTED ON THE AGENDA Speaker, spoke on the proclamation and thanked City Council and staff for the recognition, spoke on state legislation regarding speed safety and noise camera pilot programs, and eliminating bike registrations and encouraged Council Members to take an active role. Chris Collum, Costa Mesa, spoke on problems associated with a fire at his home. Minutes — Regular Meeting — March 15, 2022 Page 1 of 7 Speaker, spoke on sustainability, disasters, the changing environment, requested Costa Mesa to do more to reduce carbon emissions, requested the Climate Adaptation Action Plan be put out for public review, and spoke on achieving climate action goals. Reina Cuthill, representing Trellis, spoke on a meeting for those interested in Love Costa Mesa Day. COUNCIL MEMBER COMMITTEE REPORTS, COMMENTS, AND SUGGESTIONS Council Member Reynolds reported on committee updates, the Transportation Corridor Agency approved a 7 year strategic plan, thanked the Bikeway and Walkability Committee for their engagement in active transportation, thanked community members who applied for the committee recruitment, reported on attending a Santa Ana ribbon cutting ceremony for the Orange County Soccer Club on March 16th, an event for school board members on bike safety issues on March 16th, a community walk on Saturday March 26th, a community bike ride on Sunday March 27th, spoke on climate issues and requested an update on Earth Day and Arbor Day, congratulated Mayor Pro Tem Marr for being appointed to the board of directors of the Alliance to Save Energy. Council Member Chavez reported on attending Pony Baseball opening day, the dedication of John Altobelli Stadium at Orange Coast College, attending a memorial service for Officer Vella, and community events at Shalimar Park for clean up on March 26th at 8:30 a.m. Council Member Gameros spoke on the youth sports community and engagement from the Police and Fire Chiefs. Council Member Harlan congratulated Costa Mesa High School cheerleading for winning CIF Statewide Championship, spoke on a town hall on March 16th at the Costa Mesa Tennis Center at 5:30 p.m., and requested an update on the eastside proposed improvements related to traffic calming on 18th St. and Cabrillo Ave, Tustin Ave. at Woodland, and 20th St. at Raymond, and spoke on attending the Altobelli Stadium dedication. Mayor Pro Tern Marr spoke on the Tennis Center Community workshops, attending Pony Baseball opening day, spoke on the skate park expansion, maintenance of ponds, improvements at Tewinkle Park, spoke on meeting with businesses regarding Temporary Use Permit's since the update expires in December, spoke on thinking differently about parking minimums and funding active transportation, spoke on sustainability projects and requested an update on earth day. Mayor Stephens spoke on attending the memorial for Officer Vella, reflected on the 35th anniversary of Liebolt and Ketchum, spoke on attending Pony and Little League opening day, spoke on throwing the first pitch for the Costa Mesa Mustang game, attending the Orange Coast College ceremony for John Altobelli Stadium, congratulated Newport Beach Sage Hill girls basketball team for winning the State Championship, congratulated City Clerk Ms. Green on the redistricting process, wished everyone a Happy St. Patrick's Day, and spoke on the honor of being mayor for last year. Minutes — Regular Meeting — March 15, 2022 Page 2 of 7 REPORT — CITY MANAGER — Ms. Farrell Harrison congratulated Mayor Stephens on serving his first year as mayor, congratulated Michelle Richards for winning the Woman of Year award for the 37th State Senate District Award, welcomed Laurette Garner, the City's new Arts Specialist, spoke on Pony baseball opening day, spoke on the Tennis Center Town Hall on March 16th at 5:30 and the survey on the City website, congratulated Mayor Pro Tern Marr for her appointment to the Board of Birectors of the Alliance to Save Energy, spoke on Earth Day and Arbor Day activities, spoke on funds for the Bikeway and Walkability Improvement projects, submitting Tewinkle projects for state grant funding, and spoke on following up on Temporary Use Permit's for outdoor dining. REPORT — CITY ATTORNEY — None. CONSENT CALENDAR (Items 1-12) MOVED/SECOND: Mayor Pro Tern Marr/Council Member Reynolds MOTION: Approve recommended actions for Consent Calendar Item Nos. 1 through 12 except for 8. The motion carried by the following roll call vote: Ayes: Council Member Chavez, Council Member Gameros, Council Member Harlan, Council Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens. Nays: None Absent: Council Member Harper Abstain: None Motion carried: 6-0 1. PROCEDURAL WAIVER: APPROVE THE READING BY TITLE ONLY OF ALL ORDINANCES AND RESOLUTIONS ACTION: City Council, Agency Board, and Housing Authority approved the reading by title only and waived full reading of Ordinances and Resolutions. 2. READING FOLDER ACTION: City Council received and filed Claims received by the City Clerk: Zachary McCready, Maxine Oshiro, and Charles Pate. 3. ADOPTION OF WARRANT RESOLUTION ACTION: City Council approved Warrant Resolution No. 2676. 4. MINUTES ACTION: City Council approved the Minutes of the Regular meeting of March 1, 2022 and the Study Session meeting of March 8, 2022. Minutes — Regular Meeting — March 15, 2022 Page 3 of 7 5. ADOPTION OF A RESOLUTION TO ALLOW MEMBERS OF THE CITY COUNCIL, COMMISSIONS AND COMMITTEES TO PARTICIPATE IN THE MEETINGS REMOTELY, AS NEEDED, DUE TO HEALTH AND SAFETY CONCERNS FOR THE MEMBERS AND THE PUBLIC ACTION: City Council adopted Resolution 2022-10 to allow the members of the City Council, Commission, and Committees to participate in the meetings remotely, as needed, via Zoom due to: The current State of Emergency and global pandemic, which continues to directly impact the ability of the members of the City's legislative bodies to meet safely in person; and Federal, State and/or local officials continue to impose or recommend measures to promote social distancing. 6. SECOND READING AND ADOPTION OF AN ORDINANCE TO ADOPT A COUNCIL DISTRICT MAP ACTION: City Council gave second reading by title only, and adopted Ordinance No. 2022-01 of the City Council of the City of Costa Mesa, California, adopting Council District Map 115. 7. MONTHLY UPDATE OF STRATEGIC PLAN GOALS AND OBJECTIVES Written Comments were received from Linda Kraemer and Craig Preston. ACTION: City Council approved the March 2022 update to the City of Costa Mesa's Strategic Plan Goals and Objectives. 9. RESOLUTION AUTHORIZING STREET CLOSURES FOR THE 2022 ORANGE COUNTY MARATHON RUNNING FESTIVAL ACTION: City Council adopted Resolution No. 2022-11, designating event routes for the 2022 Orange County (OC) Marathon Running Festival, and approving the temporary street closures for April 30, 2022 and May 1, 2022, as requested for the 2022 OC Marathon Running Festival. Minutes — Regular Meeting — March 15, 2022 Page 4 of 7 10. ACCEPTANCE OF PROPOSITION 69 FUNDS ACTION: 1. City Council adopted Resolution No. 2022-12, authorizing the acceptance of the 2021 Proposition 69 funds and authorizing the City Manager or designee to accept the funds in the amount of $101,361. 2. Authorized revenue and expense appropriations in the amount of $101,361 respectively, for the 2021 Proposition 69 funds. 11. APPROVAL FOR THE HIGH FREQUENCY COMMUNICATIONS EQUIPMENT PROGRAM APPLICATION ACTION: 1. City Council approved the City Manager, or designee, to apply for High Frequency Communications Equipment Program grant funding through the California Governor's Office of Emergency Services (Cal OES). 2. Upon grant approval, authorized revenue and expense appropriations in amounts not to exceed $60,000 respectively, for High Frequency Communications Equipment. 12. ADOPT A RESOLUTION TO ELIMINATE THE THREAT OF FENTANYL IN OUR COMMUNITIES. ACTION: City Council adopted Resolution No. 2022-13 joining the County of Orange and Orange County Law Enforcement's effort to eliminate the threat of fentanyl in our communities. AT THIS TIME COUNCIL WILL ADDRESS ANY ITEMS PULLED FROM THE CONSENT CALENDAR 8. ACCEPTANCE OF COMPLETED CITYWIDE STREET SLURRY SEAL PROJECT, CITY PROJECT NO. 21-02 Presentation by Mr. Yang, City Engineer. Public Comments: Ralph Taboada, Costa Mesa, thanked staff for the improvements. Speaker, thanked staff for implementing the Active Transportation Program, spoke on sharrows and green squares on the ground, and clarified the differences between class 3 bike routes and class 3 bike boulevards. City Council accepted the work performed by American Asphalt South, Inc. for the Citywide Street Slurry Seal Project, City Project No. 21-02, and authorized the City Clerk to file the Notice of Completion. 2. Public Comments: Ralph Taboada, Costa Mesa, spoke on staffing levels and achieving the City Councils Goals and Priorities.
