HomeMy WebLinkAbout2022-58 - 2021 Emergency Management Program GrantRESOLUTION NO. 2022-58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, AUTHORIZING APPLICATION FOR AND ACCEPTANCE OF FISCAL YEAR 2021 EMERGENCY MANAGEMENT PERFORMANCE GRANT (EMPG) PROGRAM REIMBURSEMENT ALLOCATION AND AUTHORIZING THE CITY MANAGER TO ACCEPT PROGRAM FUNDS THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA HEREBY FINDS, DETERMINES AND DECLARES AS FOLLOWS: WHEREAS, the California Governor's Office of Emergency Services ("Cal OES") has made funds available through the Emergency Management Performance Grant ("EMPG") Program for the support of comprehensive emergency management and the improvement of prevention, preparedness, mitigation, response and recovery capabilities for all hazards; and WHEREAS, the City of Costa Mesa ("City") wishes to participate in the EMPG Program for the fiscal year 2021; and WHEREAS, the County of Orange, a political subdivision of the State of California ("County"), will transfer to the City EMPG Program grant funds, in arrears, as necessary to reimburse the City for reasonable and permissible expenditures for grant purposes; and WHEREAS, the City has been awarded an amount not to exceed $17,429.00 in EMPG Program funds for the fiscal year 2021. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: Section 1. The City Council hereby approves the application for and acceptance of funds under the EMPG Program and authorizes the City Manager, or designee, to execute all documents necessary to obtain the grant funds and take all steps necessary to implement this resolution. Section 2. The City Council hereby agrees: (a) The City will provide all matching funds required for the grant project and that any cash match will be appropriated as required; Resolution No. 2022-58 Page 1 of 3 (b) Any liability arising out of the performance of the agreement shall be the responsibility of the City; (c) Grant funds shall not be used to supplant expenditures controlled by the City Council; (d) The City Council authorizes the City to apply for federal assistance, and the institutional, managerial and financial capability (including funds sufficient to pay the non-federal share of the project cost, if any) to ensure proper planning, management and completion of the project described in the application; and (e) The City Manager is authorized to execute the agreement on behalf of the City.
