CALL TO ORDER - The Study Session meeting was called to order by Mayor Stephens at
5:00 P.M.
PLEDGE OF ALLEGIANCE — Mayor Stephens led the Pledge of Allegiance.
ROLL CALL
Present: Council Member Chavez, Council Member Gameros, Council Member Harlan,
Council Member Reynolds, Mayor Pro Tern Marr (Arrived 5:04 p.m.), and Mayor
Stephens.
Absent: Council Member Harper
STUDY SESSION ITEM:
1. HOUSING IN COSTA MESA STUDY SESSION AND UPDATE
Presentation by Ms. Le, Economic and Development Services Director.
Public Comments:
Byron de Arakal, spoke on housing constraints due to Measure Y.
Speaker, spoke in support of additional housing and Accessory Dwelling Units.
Adam Wood, Building industry Association, spoke on the need for additional housing.
Jennifer Ward, Orange County Business Council, spoke on the need for additional
housing.
David Martinez, spoke on the need for additional housing, and in support of amending
Measure Y.
Marc Vukcevich, spoke on the need for affordable housing, repealing Measure Y, and
including all city corridors.
Larry Haynes, spoke on the need for additional housing, and in support of the Ad Hoc
Committees recommendations.

John Hanna, spoke on the need for additional housing.
Dianne Russell, spoke in support of repealing Measure Y and the need for additional
housing.
Kathy Esfahani, spoke on meeting the communities' affordable housing needs,
exempting from Measure Y any opportunity housing locations that would meet the
affordable housing needs of the community, and spoke on the need for an inclusionary
housing ordinance.
Anna Rollins, spoke on the need for additional housing and in support of housing to live
and work locally.
Sandy Genis, spoke on transparency and not changing Measure Y.
Cynthia McDonald, spoke on transparency, workforce housing, an inclusionary housing
ordinance, and in support of not changing Measure Y.
Cassius Rutherford, spoke on transparency, exclusionary zoning, and in support of
adding a Measure on the Ballot.
Aaron Klemm, spoke on the need for affordable housing.
Russell Toler, spoke on the need for affordable housing and changing parking
mandates.
The City Council directed staff to bring back a ballot measure for discussion at the July
19, 2022 City Council meeting, reflective of the Ad Hoc's and community's
recommendations to amend the City's General Plan, zoning, specific plans or overlay
plans located in specific areas of the City.
ADJOURNMENT — The Mayor adjourned the Study Session at 7:01 p.m.
