TO THE REDEVELOPMENT AGENCY AND HOUSING AUTHORITY
AUGUST 2, 2022 - 6:00 P.M.
CALL TO ORDER - The Regular City Council and Successor Agency to the Redevelopment
Agency and Housing Authority meeting was called to order by Mayor Stephens at 6:00 p.m.
NATIONAL ANTHEM AND PLEDGE OF ALLEGIANCE
A video of Kiera Wilkes performing the National Anthem was played follow by Mayor Stephens
leading the Pledge of Allegiance.
MOMENT OF SOLEMN EXPRESSION
Led by Rev. Dr. George Okusi, St. John the Divine Episcopal Church.
ROLL CALL
Present: Council Member Chavez, Council Member Gameros, Council Member Harlan,
Council Member Harper, Council Member Reynolds, Mayor Pro Tem Marr, and
Mayor Stephens.
Absent: None.
PRESENTATIONS: NONE.
PUBLIC COMMENTS — MATTERS NOT LISTED ON THE AGENDA
David Martinez, spoke on green belt corridors across the City, parkland and open space.
Jay Humphry, spoke on development in the City and the Costa Mesa Motor Inn development.
Speaker, spoke on a potential Brown Act violation and requested the measure talking points
that was distributed to the Council.
Robin Leffler, spoke on development in the City.
Aaron McCall, spoke on pedestrian safety and requested a sidewalk on Wilson St.
Speaker, spoke on the Resource Fair at Lions Park, spoke on sustainability efforts, the need to
bring reusable water bottles, and the use of recycling bins.
Speaker, spoke against fireworks activity in the neighborhood.
Cynthia McDonald, spoke on the draft Housing Element, inclusionary housing ordinances from
various cities, and having a visionary process.

Sandy Genis, spoke on the One Metro West project and when it will be placed on the ballot.
Speaker, spoke on firework problems on the Westside.
COUNCIL MEMBER COMMITTEE REPORTS, COMMENTS, AND SUGGESTIONS
Council Member Harlan thanked and congratulated the Costa Mesa Foundation for the
successful Concerts in the Park, and thanked city staff for the pickle ball courts at Tanager
Park.
Council Member Reynolds congratulated staff for the resource fair, responded to the public
comments regarding fireworks, spoke on the green belt corridor plan, and spoke on Wilson
Street traffic calming measures.
Council Member Chavez congratulated the Police Department for the National Night Out.
Mayor Pro Tern Marr spoke on the Orange County Fair parking and traffic.
Mayor Stephens spoke on the pickle ball courts at Tanager Park, spoke on the Chargers
training camp, requested the fireworks after action report, and spoke on the Orange County
Fair parking guest passes.
REPORT — CITY MANAGER - Acting City Manager, Fire Chief Stefano, spoke on successes
pertaining to homelessness, spoke on the Mendoza Street clean up, spoke on fire fighters
working several fires, and the Orange County Fair fundraiser event.
CITY ATTORNEY REPORT — NONE.
CONSENT CALENDAR (Items 1-3)
MOVED/SECOND: Mayor Pro Tern Marr/Council Member Chavez
MOTION: Approve recommended actions for Consent Calendar Item Nos. 1 through 3.
The motion carried by the following roll call vote:
Ayes: Council Member Chavez, Council Member Gameros, Council Member Harlan, Council
Member Harper, Council Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens.

1. PROCEDURAL WAIVER: APPROVE THE READING BY TITLE ONLY OF ALL
ORDINANCES AND RESOLUTIONS
ACTION:
City Council, Agency Board, and Housing Authority approved the reading by title only
and waived full reading of Ordinances and Resolutions.

2. ADOPTION OF WARRANT RESOLUTION
ACTION:
City Council approved Warrant Resolution No. 2684.
3. SECOND READING AND ADOPTION OF AN ORDINANCE ENTITLED: AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA ADOPTING AN AB 481 EQUIPMENT USE POLICY OF THE CITY OF
COSTA MESA, CALIFORNIA GOVERNING THE USE OF MILITARY EQUIPMENT
ACTION:
City Council gave second reading to and adopted Ordinance No. 2022-03, entitled: An
Ordinance of the City Council of the City of Costa Mesa, California adopting an AB 481
equipment use policy of the City of Costa Mesa, California governing the use of military
equipment.

1. APPROVE CERTIFICATION OF SPECIAL ASSESSMENTS FOR THE COLLECTION
OF DELINQUENT CIVIL CITATIONS FOR MUNICIPAL CODE VIOLATIONS
Presentation by Ms. Molina, Finance Director.
Public Comments:
Hector Perez, spoke on behalf of the property owner of 1526 Newport Blvd, who
received notice of the public hearing and believes the citation has already been paid.
Tin Westen, spoke on behalf of the property owner of 2428 Newport Blvd., #6, who
received notice of the public hearing and believes the citation has already been paid,
and the owner is objecting to the assessment.
Ms. Hall Barlow, City Attorney, responded to public comments.
MOVED/SECOND: Mayor Stephens/Council Member Chavez
MOTION: Approve recommended actions, subject to staff double-checking the two
addresses and if they have been paid.
The motion carried by the following roll call vote:

ACTION:
1. City council conducted a Public Hearing.
2. Adopted Resolution 2022-52 approving the certification of special assessments for
delinquent civil fines for municipal code violations in relation to unlicensed cannabis
and other municipal code violations.
OLD BUSINESS:
1. APPROVAL OF A CITY BALLOT INITIATIVE ENTITLED "THE CITY OF COSTA
MESA REVITALIZATION AND RESIDENTIAL NEIGHBORHOODS PROTECTION
MEASURE"
Presentation by Ms. Le, Economic and Development Services Director.
Council Member Harlan, presented proposed changes from the Ad Hoc Committee.
City Council recessed into a break at 7:24 p.m.
City Council reconvened at 7:45 p.m.
Discussion ensued on the proposed changes.
Public Comments:
David Martinez, provided the following suggestions to the new draft, in section 3, to
subsection g, remove the word "proposed" from the first line, and on the fourth line of
the same subsection should be "or applicable property located" instead of "applicable to
property located".
Will Klatte, Chair of Share Our Selves (SOS), spoke on not being able to move into a
new building because of certain restrictions as a result of Measure Y.
Bridgette McConahay, stated the focus should be on residential housing and not
commercial projects.
Bonnie Copeland, spoke on the process from the Ad Hoc Committee adding the new
draft at the last minute and the ability for the residents to participate.
Sandy Genis, spoke on the proposed changes from the Ad Hoc Committee and the
process for proposing the changes.
Jay Humphry, spoke on defining affordable housing and on Measure Y.
Ian Stevenson, spoke on Measure Y, the need for additional housing, and lack of
development in the city.
Robin Leffler, spoke on changing the title of the measure, and the process on how the
measure was created.

Speaker, spoke in favor of the Ad Hoc Committee proposal.
Tim O'Brian, Legacy Partners, spoke in favor of amending Measure Y.
Speaker, spoke on the need for affordable housing and spoke on transparency in the
process for the measure.
Toward Lee, spoke on changing the name of the measure, corrections needed on the
website, and managing the City.
Adam Wood, The Building Industry Association, spoke in support of amending Measure
Y.
Suzanne Walburger, spoke on the proposed measure not being ready for a vote and
having better processes.
Becks Heyhoe, Orange County United Way, spoke in support of the item.
Andrew Barns, spoke on the visioning process.
Carol Kerr, spoke on earning the trust of the voters and inquired on the process for
pricing affordable housing.
Marc Vukcevich, spoke on the need for housing in Costa Mesa and spoke in support of
the item.

MOVED/SECOND: Council Member Harlan/Mayor Pro Tem Marr
MOTION: Approve the Ad Hoc Committee recommendation and include the following
suggestion from David Martinez: in section 3, subsection g, remove the word "proposed"
from the first line, and include the updated ballot question.
Council Member Chavez, requested to add Trinity Broadcast Network property to the
corridor.
Council Member Harlan (1st) and Mayor Pro Tem Marr (2"d) agreed to the request.
Council Member Chavez, requested to add the south side of Baker from Fairview to
Mendoza to ensure not displacing any residents and targeting warehouses specifically.
Council Member Harlan (1st) and Mayor Pro Tem Marr (2"d) agreed to the request.
Council Member Chavez, requested to remove any existing homes from the sea foam
green area on the map so that no residents are displaced.
Staff clarified, that the request is to include the Baker St. corridor and that in all of the
corridors to remove existing residentially zoned properties (single-family and
multi -family) from the map.
Council Member Chavez, requested to add Bristol St. to the corridor.
Council Member Harlan (1 st) and Mayor Pro Tem Marr (2"d) agreed to the request.
Council Member Chavez, requested to add East 17th Street to the corridor.
Discussion ensued on adding 17th Street.
Council Member Chavez withdrew the request to add 17th Street.
Ms. Hall Barlow, City Attorney, clarified that the motion includes the staff
recommendations la-1d and includes the resolution authorizing the written arguments
and rebuttals naming the members of the Ad Hoc Committee as who are authorized to
write the argument.

MOVED/SECOND: Council Member Harlan/Mayor Pro Tern Marr
MOTION: Approve the Ad Hoc Committee recommendation and include the following
suggestions from David Martinez: in section 3, to subsection g, remove the word
"proposed" from the first line, Include Trinity Broadcast Network property, South side of
Baker from Fairview to Mendoza, Bristol St., and removing residentially zoned
properties from the map. Approve staff recommendations 1 a-1 d and include the
resolution authorizing the written arguments and rebuttals naming the members of the
Ad Hoc Committee as who are authorized to write the argument.

Council Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens.

Motion carried: 6-1
ACTION:
1. City Council placed the ballot initiative entitled "The City of Costa Mesa
Revitalization and Residential Neighborhoods Protection Measure" on the November
8, 2022 ballot by adoption of the following resolutions:
a. Resolution 2022-53: Ordering the submission to the qualified electors of the City
of Costa Mesa "The City of Costa Mesa Revitalization and Residential
Neighborhoods Protection Measure" at the General Election to be held on
Tuesday November 8, 2022, as called by Resolution No. 2022-27.
b. Resolution 2022-54: Authorizing written arguments for or against the proposed
initiative "The City of Costa Mesa Revitalization and Residential Neighborhoods
Protection Measure", setting priorities for filing written arguments, determining
the authors of the written arguments will be the Ad Hoc Committee members,
and directing the City Attorney to prepare an impartial analysis; and
c. Resolution 2022-55: Authorizing the filing of rebuttal arguments for "The City of
Costa Mesa Revitalization and Residential Neighborhoods Protection Measure";
and
d. Resolution 2022-56: Authorizing the filing of a Notice of Exemption pursuant to
the provisions of the California Environmental Quality Act.
NEW BUSINESS: NONE.
