MINUTES OF THE CITY COUNCIL CITY OF COSTA MESA JULY 6, 1953• ROLL CALL The City Council of the City of Costa Mesa met at a regular meeting on July 6, 19539 at 7:30 P. M. at 116 East 18th Street, Costa Mesa, and ;mediately thereafter adjourned to the Justice Court Building on West 18th Street, Costa Mesa, California. Present: Councilmen Martin, Miller, Nelson, Smith and TeW inkle. Absent: None Officials Present: Clerk Swartz, Treasurer Ries, City Attorney Dungan. The letter was read.and ordered filed with the City Clerk.,- lerk.'-LETTER LETTERFROM City,Clerk Swartz presented a. letter addressed to the FREEDOM LEAGUE City Council dated July 3, 1953, requesting the exam- ination of consolidating with the City of Newport Beach, The letter was read and ordered filed with the City Clerk. COPY OF City Clerk Swartz presented a copy of a minute order MINUTE ORDER of the meeting of the Board of Supervisors of Orange ORANGE COUNTY County, dated June.30th, 1953, granting permission BOARD OF for the meetings of the City Council of Costa Mesa. SUPERVISORS The minute order was read and ordered filed with' the City Clerk, The City Clerk was requested to send a letter of thanks to the. Board of Supervisors for their generous offer. ORAL Mr. Henry L. Crane made an oral protest to the City PROTESTS Council regarding the appointment of Mr. W. C. Ries as City Treasurer. Mr. Crane was advised that Mr. Ries was appointed by full vote of the City Council. Mr. Earl Trusheim of 1889 Park Avenue, Costa Mesa, made an oral report'to the City Council that his neighbor was running power saws in.such a manner'as to prevent Mr. Trusheim from obtaining proper rest. ORDINANCE The title of proposed Ordinance No..6, "PROHIBITING NO. 6 DISORDERLY CONDUCT", was read whereupon Councilman PROHIBITING Smith moved that further reading of the Ordinance be DISORDERLY waived. Councilman Nelson seconded the motion. and CONDUCT it was unanimously carried. (SECOND READING) Councilman Miller moved adoption of Ordinance No. 6, "PROHIBITING DISORDERLY CONDUCT", Councilman Smith seconded the motion and it was carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None, ORDINANCE The City Clerk read Ordinance No. 8, relating to NO. 8 "TAX PROCEDURE LAY111, and after full reading thereof, TAX Councilman Smith moved the adoption of said Ordinance PROCEDURE LAW No. 8, and Councilman Miller seconded the motion. It (SECOND - was carried by the following vote: READING) AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None. ORDINANCE The title of proposed Ordinance No. 9, "PROHIBITING NO. 9 NUISANCES AND FORTUNE TELLING"; was read whereupon PROHIBITING Councilman Miller moved that further reading of the NUISANCES AND ordinance be waived. Councilman Nelson seconded the FORTUNE motion and was unanimously carried. TELLING (SECOND Councilman Miller moved adoption of Ordinance No. 9, READING) "PROHIBITING NUISANCES AND FORTUNE TELLING". Council- man Martin seconded the motion and it was carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None. RESOLUTION Mayor` TeWinkle introduced and moved adoption of `NO. 5 Resolution No. 5. authorizing "PAYf]ENT BY THE CITY OF PAYMENT OF COSTA PESA OF PREMIUNS FOR SURETY BONDS FOR OFFICERS PREMIUMS FOR ARTD/0R CITY EMPLOYEES". - Councilman Nelson seconded the SURETY BONDS motion and it was carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None. ORDINANCE. Councilman Miller° introduced Ordinance No. 15, which -NO- 15 "REPEALS ORDINANCE NO. 1, DESIGNATING TIME AND PLACE OF REPEALING MEETINGS OF THE CITY COUNCIL". Following the reading ORDINANCE of Ordinance No. 15, Councilman Smith moved its adoption, NO. 1 AND seconded by Councilman Miller and carried by the follow - CHANGING ing vote: PLACE OF AYES: Councilmen Martin, Miller, Nelson, Smith and MEETING TeWinkle. NOES: None. RESOLUTION Councilman Nelson introduced and moved adoption of NO. 6 Resolution No. 6, instructing the City Clerk to "EXPRESS APPRECIATION TO THE HOME RULE GROUP THE -APPRECIATION OF THE CITY OF HOME RULE COUNCIL FOR ITS UNTIRING EFFORTS IN ADVANCING THE CAUSE GROUP OF INCORPORATION". Councilman Miller seconded the motion and it was carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None. COMMITTEE Councilman Smith reported that.State Forest Ranger Joe REPORT ON Scherman was without authority to enforce County Fire FIRE Ordinance in the City of Costa Mesa and requested the ORDINANCE study of the adoption of the County Fire Ordinance by the City Council. 1 1 1 I STATEMENT BY Mr, Sewell informed the City Council that he was CITIZEN ready to serve the City of Costa Mesa in any capacity that it deemed adviseable. MOTION TO Councilman Martin moved the adjournment of the 'ADJOURN meeting of the City Council to July 13. 1953 at 7:30 P.
