M- at the Justice Court Building on West 18th Street, Costa Mesa, California.' iresent Absent : Officials Present: Councilmen M'art'in, Miller, Nelson, Smith and Mayor TeWinkle. None Clerk Swartz, Treasurer Ries, City Attorney Dungan, LETTER FROM City Clerk Swartz read a letter from the Costa Mesa COSTA MESA Elementary Schools addressed to the City Council of ELEME14TARY Costa Mesa, dated July 13, 1953, requesting information SCHOOLS RE: as to who would furnish School Crossing Guards for the CROSSING coming year, The letter was referred to the Committee GUARDS on Streets and Highways for study, PRESENTATION Mr. Larry Ewing presented the City Clerk with a port - OF GIFT OF A folio for his use, PORTFOLIO COMMITTEE Councilman Nelson submitted to the City Council and REPORT ON those present various proposed designs for the City Seal. CITY SEAL Mr. W. B. Johnson suggested to the City Council that a contest be held. Councilman Nelson stated that the necessity of prompt action in adopting a seal would pre- vent such a contest and that he believed; that by July 20, 1953, the design for a suitable seal would be ready. COMMITTEE Councilman Smith requested the City Attorney to draft an REPORT ON ordinance embodying the County Fire Ordinance as a stop FIRE gap measure until a study could be made creating three fire zones within the City. COMMITTEE REPORT ON Councilman Miller submitted a proposed list of streets STREETS AND to constitute the major street system for the City of HIGHWAYS Costa Mesa as required by the State Diylsion of Highways, RESOLUTION Councilman Smith introduced and moved the adoption of N0. 7 Resolution No. 7. which provides for "THE RATIFYING AND RATIFYING APPROVING THE MAP OF TRACT NO. 1678, RECORDED IN BOOK. 52, MAP OF , PAGE 27, OF MISCELLANEOUS MAPS, RECORDS OF ORANGE COUNTY". TRACT 1678 Councilman Miller seconded the motion and was carried by. the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None. Mr. Frank Bissell, building contractor, 1800 block Park Avenue, Costa Mesa, appeared before the Council to de- fend himself against recent charges by E. M. Trusheim, 1885 Park Avenue, that the operation of a power saw occurred at all hours of the night. Mir. Bissell declared that he operated the saw from 4:30 P- M. to 8:00 P. M. Councilman Nelson requested the City Attorney to report at the meeting of July 20, 1953, on the methods for the City of Costa Mesa to take over the Costa Mesa Sanitary District. Mayor TeWinkle requested City Attorney Dungan to invest- igate whether oil well drilling operations has been com- menced on the Tedesco property near the corner of 17th St. and Pomona and to report back at next meeting. 1 I. 1 I 111 ADJOURWIEENT Councilman Miller mored the adjournment of the City Council to July 15, 1953 at 7:30 P. M.
