CITY OF COSTA MESA-
. JULY 20th, 1953•
ROLL CALL The City Council of the City of Costa Mesa met at a
regular meeting July 20th, 1953, at 7:30 Pa M. at
the Justice Court Building on West 18th Street,
Costa Mesa, California.
Present: Councilmen Martin, Miller, Nelson, Smith
and Mayor TeWinkle.
Absent: None.
Off icials
Present: City Clerk Swartz, Treasurer Ries,
City. Attorney Dungan.
MMTTES The minutes of the regular meeting of July 6th, 1953,
1E_ and the adjourned meetangs held July 13th and 15th, 1953,
Ce) were unanimously approved as read.
`i PETITION Mr. R. D. Flaherty; President of the Chamber of Commerce
FROM of Costa Mesa, presented to the City Council a resolution
CHAMBER_ OF signed by 85 members pledging their support and coopera-
COM2,1i:RCE tion as an organization and individuals to the newly
created City Council.
Councilman Nelson moved that the Noonan application for
variance be placed upon the agenda of the next meeting
of the City Council to reconsider after the 6ouncilmen
Mayor TeWinkle expressed thanks in behalf of the City
Council for this pledge -of cooperation and the resolution
was ordered filed with,the City Clerk.

Councilman Nelson introduced and moved the adoption of

Resolution No. 8, which provides for the "ADOPTION OF

THE DESIGN OF THE CITY SEAL " submitted by L. W. Pierce.

Councilman Smith seconded the motion and it was carried

REPORT ON.
City Attorney Dungan reported on the methods of the City
SANITARY
of Costa Mesa absorbing the Costa Mesa Sanitary District.
DISTRICT
City Clerk Swartz read Ordinance No. 16,"REGULATING THE
ORDINANCE
USE OF FIRE IN THE INCORPORATED TERRITORY OF COSTA YIESA,
NO. 16
REGULATING, THE CONTROL OF FIRE MENACE AND SETTING OF
REGULATING
FIRES". After full reading thereof, Councilman Smith

vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and

NOES: None.
LAND USE
Councilman Miller made a motion to grant a variance to
PERMIT
Marie A. Noonan for permission to operate a Beauty Shop
APPLICATIONS
at her residence at 1619 Hamilton Street, Costa Mesa, on
the terms and conditions set forth by the Orange County
Planning Commission in their recommendation report.
Councilman Martin seconded the motion and it was defeated
by the following vote:,
AYES: Councilmen Martin and Miller
NOES: Councilmen Nelson, Smith and TeWinkle.
Councilman Nelson moved that the Noonan application for
variance be placed upon the agenda of the next meeting

had an opportunity to study the matter. Councilman
Smith seconded the motion and it was carried by the
following vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None.
Councilman Nelson moved the granting of the applica-
tion of C. P. Jackson for permission to use a house
trailer for a dwelling at 1906 Pomona on the terms
and conditions set forth in the Orange County Planning
Commission report; There was no second to this motion.
Councilman Smith then moved that the above application
for variance be taken and considered at the next meet-
ing® ,Councilman Nelson seconded the motion and it was
carried by the following vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None.
Councilman Miller moved the granting of variance per-
mit to Clyde White for permission to construct an
additional dwelling a.t 2101 Santa Ana Avenue, Costa
Mesa, in accordance with the terms and conditions set
forth in the Orange County Planning Commission report.
Councilman Nelson seconded the motion and it was
carried by the following vote:
AYES: Councilmen Martin,* Miller, Nelson, Smith and
TeWinkle.
NOES: None.
PROPOSED Mayor TeWinkle announced that the City Council had pre®
SALES TAX pared a tentative draft of a proposed salves tax ordinance
ORDINANCE and requested the City Clerk to read the same. After the
reading of the tentative proposal, Mayor TeWinkle asked
for discussion from the audience.
Dr. Hughes stated that in his opinion a sales tax would
hurt business and thought that $97,000 could be collect-
ed from court fines.
Paul Dunlap presented a petition to the City Council
signed by approximately 45 merchants urging the Council
to delay action on adopting a sales tax ordinance until
such time as the merchants and business people had time
to fully discuss the matter.
R. D. Flaherty requested that the Council delay for three
weeks any action on sales tax ordinance pending•a study
during this interval by a committee of the Costa Mesa
Chamber of Commerce. Mayor TeWinkle indicated that the
Council could in no event put the matter off over three
weeks.
Each member of the•Council expressed his reasons for
favoring some type of sales tax.
ADJOURNMENT Councilman Martin moved the adjournment of the City
-Council to July 27th, 1953 -at 7:30 P. M. The motion
was seconded by Councilman Smith and carried by the
following vote:
AYES: Councilmen'Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None.:
