ROLL CALL The City Council of the City of Costa Mesa met at a regular meeting August,3rd, 1.953 at 7:30 P, M. at the Justice Court Building on west 18th Street, Costa Mesa, California. Present: Councilmen Martin, Miller, Nelson, Smith and Mayor TeW inkle Absent: None Officials Present: City Clerk Swartz, City Attorney Dungan, Treasurer Ries, City Manager Coffey. MINUTES: The minutes of the regular meeting of July 20th, 1953 and the ad-journed meeting held July 27th, 1953 were unanimously approved as read, CY) C40 PETITION FOR The City Clerk read a petition signed by seven property STREET LIGHT owners requesting that an additional street light be installed midway between Newport Blvd. and Fullerton Ave,, on Cabrillo Street. On motion of Councilman Smith, seconded by Councilman Miller, the petition was ordered filed with the City Clerk for reference for the Streets and Highway Committee. ORDINANCE The title of proposed Ordinance No. 16 "REGULATING TIE NO. 16 USE'OF FIRE IN THE INCORPORATED TERRITORY OF COSTA MESA, REGULATING REGULATING THE CONTROL OF FIRE IMAGE AND SETTING OF THE USE OF FIRES" was read: whereupon Councilman Smith moved that FIRE further reading of the ordinance be waived. Councilman Miller seconded the motion and it was unanimously carried© Councilma;n-Smith moved the adoption of Ordinance No, 16, "REGULATING THE USE OF -FIRE IN THE INCORPORATED TERRI- TORY OF COSTA MESA, REGULATING THE CONTROL OF FIRE MENACE AND SETTING OF FIRES". Councilman Miller second- ed the motion and it was carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeW inkl e NOES: None APPOINTMENT In,order that the City of Costa Mesa may adopt a proper OF AUDITOR method of accounting procedure, it was moved by Council- man Nelson and seconded by Councilman Martin that Mr, Glenn H. Kuhn, Certified Public Accountant, of Santa Ana, California, be appointed Auditor for the purpose of setting up the bookkeeping system for the City. The motion was carried by the following vote: AYES: Councilmen Martin, Miller,,Nelson, Smith and TeWinkle. NOES: None. LIABILITY The following quotations for providing City Liability INSURANCE Insurance for the period of July 1, 1953 to July 1,1954, were read by the City Clerk: Fireman's Fund Group $2,769,61 R. W. Bartine 2,040-00 The Fidelty & Casualty Co, 2,912®4.8 Pacific Indemnity Co. 1,1.71.4.0 All of the above amounts are the estimated advance premiums and are subject to audit at the termination of the policies. Councilman Martin moved that the offer of the Pacific Indemnity Co.. to provide the City Liability Insurance be accepted. The motion was seconded by Councilman Nelson and carried by the following vote: AYES: Councilmen Martin, Millers Nelson Smith and Te.^tinkle , NOES: None, TRUSTEE FOR The City Clerk presented a letter from the Orange MOSQUITO County Mosquito Abatement District requesting the ABATEMENT City Council to appoint a representative to the DISTRICT District's Board. The letter was read and ordered filed with the City Clerk, REPORT ON City Attorney Dungan .reported to the Council that he PETITION ON was still in the process of checking the signatures OIL DRILLING on the petition of L.C. Thompson requesting an amendment to Ordinance No. 14, to permit the:drill- ing and production of oil in an area within the City. ORAL Mr. John White requested the Council to secure inform.- COMMUNICA.TIONS ation from the County Road Department regarding the extension of Plumper Street, from Anaheim to Pomona Sts. Mayor TeWinkle referred this request to the Streets and Highways Committee. Councilman Nelson requested the City Attorney to draft an ordinance regulating the: discharge of firearms with- in the City, Fudge Donald Dodge informed the Council that he has requested the County Auditor to prepare a warrant for $64,50, representing the City®s share of fines collect- ed bi' his Court in the month of July, ADJOURNMENT Councilmen Martin moved the adjournment of the City Council to August 10, 1953 at 7:*30 P. M. The motion was seconded by Councilman Snaith and carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and Te W inkl e . NOES: . None. A. C.
