CITY OF COSTA MESA

STRIETS Councilman Miller reported fcr the Streets and High -
AND ways Committee that the California Highway Patrol has
HIGHWAYS cooperated with the City since the opening of the
COMMITTEE Freeway by having additional patrols.
BUSINESS Councilman Martin reported that Attorney Dungan and
LICENSE • : himself met with a committee representing Industry
COMMITTEE and Manufacturing and outlined the proposed plan for
financing the City' This group wishes it to be known
that they will cooperate with the City Council.
COIAMITTEE ON Councilman Nelson reported that after talking with
SALES TAX several merchants of the City, he felt that their re-
quest for one additional week delay on the reading of
the proposed Sales Tax Ordinance was justified, and
on motion by Councilman Nelson, seconded by Councilman
Martin, it was unanimously agreed that the Council
would postpone the readin of the proposed Sales Tax
Ordinance until August 17th, 19530
LAND USE Councilman Martin made a motion to grant permission to
VARIANCES Beverly Grant and Minnie Grant to erect a storage build-
ing on a portion of Lot 261, Newport Heights, East of
Newport Blvd., and North of East 21st Street, on the
terms and conditions set forth by the Orange County
Planning Commission in their recommendation report.
Councilman Nelson seconded the motion and it was carried
by the following vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and

NOES: None,
ORDINANCE Councilman Miller introduced proposed Ordinance No.17,
NO, 17 °REGULATING THE DISCHARGE OF FIREARMS IN THE INCORPOR-
FIREARM:, ATED TERRITORY OF THE CITY OF COSTA MESA." Following
the reading of the ordinance, Councilman Miller moved
its adoption, seconded by Councilman Nelson, and it
was carried by the following vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and
TeWinkla
NOES: None.
ROLL CALL The City Council of the City of Costa Mesa met a --,t a
regular;adjourned m6eting on August 10th, 1953, at
7:30 P. M. at the Justice Court Building on West
18th Street, Costa Mesa, California.
Present: Councilmen Martin, Miller, Nelson, Smith
and. Mayor TeWinkle
Absent: None.

City Manager Coffey excused, attending
Planning Committee Meeting.
PLANNING Mayor Teelinkle announced the formation of a Planning
COMMITTEE Committee for the City o£ -Costa Mesa, and appointed

City Clerk Swartz read proposed Ordinance No. 18,

"CREATING A CITY MANAGER FORM OF GOi1EP,NMENT FOR THE
CITY MANAGER
CITY, OF COSTA MESA AND DEFINING THE AUTHORITY, POWER
FORM OF
AND DUTIES OF THE CITY MANAGER". After full reading

thereof, Councilman Nelson moved the adoption of
said Ordinance No. 18. Councilman Smith seconded the
motion and it +ras carried by the following vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None.
RESOLUTION
Mayor TeWinkle introduced and moved the adoption of

LICENSING OF
AND LICENSING OF DOGS WITHIN THE CITY OF COSTA MESA.

After full reading thereof, Councilman Miller moved the
adoption of said Ordinance No, 19, Councilman Martin
seconded the motion and it was carried by the following
vote:
AYES-: Councilmen Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None.
ORAL Mr. Paul Dunlap thanked the Council for postponing the
COMIIn7NICATIONS adoption of the Sales Tax Ordinance until August 17, 1953 -
ADJOURN= Councilman Nelson moved the adjournment of the City
Council to August 17th, 1953 ay 7:30 P. M. The motion
was seconded by Councilman Martin and was unanimously
carried,
