HomeMy WebLinkAbout08/24/1953 - City Council1 't-.4 cr*3 Q0 MINUTES OF THE CITY COUNCIL CITY OF COSTA MESA AUGUST 24th, 1953 ROLL CALL The City Council of the City of Costa met at a regular adjourned meeting August 24th, 1953 at 7:30 P. M. at theJustice Court Building on West 18th Street, Costa Mesa, California. Present: Absent: Officials Present: Counailmen.Martin, Miller, Nelson, Smith and Mayor TeWinkle. None. '- City Clerk Swartz, City Attorney Dungan, Treasurer Ries -and City Manager Coffey. COMMITTEE ON Councilman Miller of the Streets and Highways STREETS AND Committee reported that he and City Manager Coffey HIGHWAYS reviewed the major street system of Costa Mesa and suggested that the following streets be adopted as the major street system of the City of Costa Mesa. Superior Avenue from East 17th Street to the City Limits. East 17th -Street from Newport Boulevard to Irvine Avenue. Santa Ana Avenue from East 15th Street to Mesa .Drive. Victoria Street from Newport Boulevard to the City Limits. Fairview Road from NewportBoule- vard to the City Limits. Councilman Smith moved that the City Attorney prepare an ordinance designating the aforesaid streets as the major street system of the City of Costa.Mesa. Councilman Martin seconded the motion and it was carried by the following vote: AYES: Councilmen -Martin, Miller, Nelson, Smith and TeWinkle. NOES: None, RESOLUTION Councilman Nelson introduced and moved the adoption NO. 12 of Resolution. No. 12 "PROVIDING INGRESS AND EGRESS INGRESS AND ON THE PROPOSED NEW FREEdAY ALONG NE'dPORT BOULEVARD EGRESS AT FAIRVIEW ROAD". Councilman Martin seconded the FAIRVIE1,,.1 ROAD motion and it was carried by the following vote: AYES: Councilmen Martins Miller, Nelson, Smith and TeWinkle. NOES: None. ORDINANCE The title of Ordinance No. 20 as amended, "IMPOSING NO. 20 A LICENSE TAX FOR THE PRIVILEGE OF SELLING TANGIBLE SALES TAX PROPERTY.AT RETAIL, PROVIDING FOR PERMITS TO (SECOND RETAILERS, PROVIDING FOR THE COLLECTION AND PAYING READING) OF SUCH TAX, AND PRESCRIBING PENALTIES FOR VIOLATIONS OF THE PROVISIONS HEREOF",, was read; whereupon, Councilman Miller moved that further reading of the ordinance be waived. Councilman Smith seconded the motion and it was unanimously carried. Councilman Miller moved the adoption of Ordinance No. 20, "IT�TOSING A LICENSE. TAX FOR THE PRIVILEGE OF SELLING TANGIBLE PROPERTY AT RETAIL, PROVIDING FOR PERMITS TO RETAILERS, PROVIDING FOR THE COLLECTION AND PAYING OF SUCH TAX AND PRESCRIBING PENALTIES FOR THE VIOLATIONS OF THE PROVISIONS HEREOF", Councilman Nelson seconded the motion and it was carries: by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TaWinkle. NOES: None, ZU 24 COMMITTEE BUSINESS LICENSES L_�D USE VARTANCE ORAL COMMUNICATION:_. ADJOURNPJLNT Councilman Martin of the Business License Committee reported progress in the preparation of a Business License Ordinance and invited all those interested to attend a committee meeting to be held at 116 East 18th Street, Costa Mesa, on Wednesday, August 26th, 1953, at 7:30 P. M -- Councilman --Councilman Smith made a motion -to grant permission to lJx.'C. J. Bussing to convert a former rooming house at 131 East Flower Street, Costa Mesa, into a four family dwelling as recommended by the Orange County Planning Commission in their recommendation report. Councilman Nelson'seconded the motion and it was carried'by the following vote; AYES: Councilmen Martin, Miller, Nelson, Smith and Te Jir_kl e . NOES: None. Mayor TeWinkl.e requested City Attorney Dungan to pre- pare a resolution setting up an orderly procedure for the handling of Land Use Variances. Judge D. J. Dodge brought -to the attention of the City Council the excessive noise that is created by the Public -Address System at the Costa Mesa Ball Park and requested the_,lowering of the amplifiers. Councilman Martin moved the adjournment of the City Council to September 8th, 1953, at '7:30 P. M. The motion was seconded by'Councilman Nelson and carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None. A. C.
