CALL, The City Council of. the City of Costa Mesa met at a regular meeting September 8th, 1953 at 7:30 P- M-, at the Justice Court Building on West 18th Street, Costa Mesa, California. Presentt Councilmen Martin, Miller, Nelson, Smith, and Mayor TeWinkle. Absent: None, Officials Present: City Clerk Swartz, City Attorney Dungan, Treasurer Ries .and City Manager Coffey. MDIUTES: The minutes of the regular meeting :of. August 17th, and the adjourned meetinS of August 24th, 1953 and the special rrieeting of August 31st, 1953, were unanimously approved as read, TREASURER'S The monthly report of receipts and disbursements REPORT was. presented by Treasurer Ries and.on motion by Councilman` Smith, seconded by Councilman Miller and unanimously carried, was ordered filed, RESOLUTION Councilman Miller introduced and moved the adoption NO. 13 of Resolution No. 13,11DESIGNATING CERTAIN STREETS' IvIA.JOR STREET AS THE MAJOR STREET SYSTEM OF THE CITY OF COSTA MESA" o SYSTEM Councilman Nelson seconded the motion and it was carried by the following vote: AYES: Councilmen Martin,.Miller, Nelson, Smith and TeW inkle . NOES: None. COMMUNICATIONS The City Clerk read.a letter from P. A. Chamberlin calling attention of the City .Council to the con- struction of 'the highway at the corner of Newport Boulevard and Walnut Streets, and requesting that an inspection be made of the intersection. On motion of Councilman Smith, seconded by Councilman Martin and unanimously carried, the request was re- ferred to the .Streets and Highways Committee.. The City Clerk read a letter signed by Mrs. A. E. Kelly, President of the Harper School P. T. A., opposing the granting of a liquor license to Mr. Jack Kennedy at 101 East 17th Street, Costa Mesa, for the reason of the proximity to the School property. The City Clerk read a copy of a letter from the Costa Mesa Union School District addressed to the State Board of Equalization protesting the issuance of an "On Sale General" liquor license for the corner of East 17th Street and Tustin Avenue, On motion of Councilman Nelson, seconded by Councilman Martin and carried both letters were ordered filed with the City Clerk. Mr. Jack Kennedy addressed the Council and outlined the proposed improvements he will make in establish- ing a Diriner House at the corner of East 17th Street and Tustin Avenue, if the "On Sale Liquor License" is granted by the State Board of Equalization. He stated that the school property is approximately 700 feet from the corner, 'Councilman Smith presented a detailed report on the progress of the City Government and outlined tenative dates for the start of various city services. Mr. Weimer of the Planning Committee reported the progress being made in setting up a Planning Commiss- ion for the City of Costa Mesa. Councilman Martin reported that a proposed Business License Ordinance has been submitted to a committee of the Chamber of Commerce for their study and recom- mendations, ,City Manager Coffey announced that the 39th Confer- ence of the International City Managers Association will be held at.Los Angeles, from September 20th to 24th, 1953, and requested leave from city business during this period to attend. It was moved by Councilman Nelson that.permission be granted Mr. Coffey to attend this conference and that his ex - pe nses x®penes be reimbursed by the City. Councilman Smith seconded the motion and it was carried by the following vote: ASS: Councilmen Martin, Miller, Nelson, Smith and TeWinkle . NOES: None. On motion of Councilman Nelson, seconded by Council- man Miller and unanimously carried the meeting was adjourned to September 14th, 1953, at 7:30 P.
