MINUTES OF THE; CITY COUNCIL
CITY OF COSTA 14ESA
SEPTEMBER 14th, 1953
ROLL CALL
The City Council of the City of Costa Mesa met at
a regular adjourned meeting September 14th, 1953,
at 7:30 P. M. atithe Sustice Court Building or_
West 18th Street, Costa Mesa, California.
Present: Councilmen Martin, Miller, Nelson, Smith
and TeWinkle
Absent: None.
Officials
Present: City Clerk Swartz, City attorney Dungan
Treasurer Ries and City Manager. Coffey.
COMMITTEE
Councilman Miller reported on the inspection made of
REPORTS
Newport Boulevard and Walnut Street. The Council
requested that the City Manager notify the State
Division of Highways of -the condition, and to meet
with their engineers for an inspection of the in-
tersection.
Councilman Martin announced that the Business
License Ordinance would be submitted at the Council
Meeting on September 21st, 1953,
City Manager Coffey submitted the report of a Speed
Survey of Newport Boulevard prepared by the Division
of Highways which recoimended that a 35 mile per
hour zone be established along Newport Boulevard.
On motion of Councilman 1'1artin., seconded by Council-
man Miller, and unanimously carried, that it is the
recommendation of the City Council that along the
new construction on Newport Boulevard that a 25 mile
per hour zone be established until the newly installed
traffic signals are in operation.
City Manager Coffey submitted an estimate of the
cost of Street maintenance for the major and secondary
streets of the City. On motion of Councilman Nelson
that the estimate be approved and that the Mayor be
authorized to sign it in behalf of the City, it was
seconded by Councilman Martin and carried by the
following vote:
AYES: Councilmen Martin, Miller, Nelson Smith and
TeWinkle,
NOES: Nona.
ORDINANCE
NO. 22 Ordinance No. 22 being an ordinance "PROVIDING FOR
PLANNING COP24ISSION THE CREATION OF A PLANNING C0:W]MISSION AND DEFINING
(FI_RST READING) THE DUTIES OF SAID CONIvIISSION", was presented and
after full reading thereof, Councilman Smith moved
that this constitute the first reading of Ordinance
No. 22, Councilman Miller seconded the motion and
it was unanimously carried.
ORDINANCE Councilman Martin introduced Ordinance No. 23,
NO. 23 "PERTAINING TO THE MOVING OF BUILDINGS,
MOVING OF BUILDINGS REQUIRING A PERMIT THEREFOR, PRESCRIBING
THE PROCEDURE FOR THE ISSUANCE OF :SAID
PERMIT, MAKING THE VIOLATION THEREOF A
MISDEMEANOR, "
After full reading of the ordinance, Councilman
Nelson moved its adoption, Councilman Miller
seconded the motion and it was carried by the
following vote:
AYES: Councilmen Martin, .14iller, Nelson, Smith
and Teldinkle
NOES: None.

VARIANCES Councilman Miller made a motion to grant permission
V -1323 to Dan H. Husband to erect a six twit dwelling group
with attached garages on the South side of Wilson
Street, east of Fairview Road, as recommended by
the Orange County Planning Commission in their
recommandation report. Councilman Smith seconded
the motion and itwas carried by the following vote:
AYES:. Councilmen Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None.
Vm 898 Councilman Miller moved that a variance permit be
amended to permit J. A. Montgomery to convert an
existing building, located or_ Hamilton Avenue, East
of. Harbor Boulevard, into a dwelling unit as recom-
mended by the Orange County Planning Commission in
U0 their recommendation report. Councilman Smith
seconded the motion and it was carried by the follow-
ing vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and
TeWinkle.
NOES: None.
V-1303 Councilman Miller moved to grant permission to the
Harbor Construction Coo, -to erect a storage ware -
'house and sign at 2121 Harbor Boulevard, as recom-
mended by the Orange County Planning Commission in
their recomnendation'report and with the further
provision that each car space in the off street
parking area in.front of existing office be out-
lined with plainly visible white lines. Councilman
Martin seconded the motion and it was carried by
-the following vote:
AYES: Councilmen Martin; Miller, Nelson and Smith.
NOES: :Mayor TeWinkle.
ORAL Mr. R. D. Flaherty urged the Council to support a
COYLUNICATIONS study by a group.of citizens representing the City
of Newport Beach and the City of Costa Mesa to
determine the possibilities of consolidation.
It was moved by Councilman Nelsons, seconded by
Councilman Martin and unanimously carried; that
the,Council of the City -of Costa Mesa support the
suggestion that a -competent, disinterested organ-
ization be employed to conduct a survey to study
the feasibility of the consolidation of the Cities
of Costa Mesa and Newport Beach. The cost of the
surrey to be paid for by local subscriptions and
not from City funds,
Councilman Nelson moved that the Mayor appoint a
committee to locate additional office space for the
City Departments. The motion was seconded by Council-
man Martin and unanimously carried. Thereupon Mayor
TeWinkle appointed the following:
Councilmen Nelson, Smith and City Manager Coffey.

man Miller and carried, the meeting adjourned to
September 21, 1953 at 7:30 P. M.-
