SEPTEMBER 21st.®1953
ROLL CALL The City Council of the City of Costa Mesa met at
: a regular meeting September 21st, 1953,at 7:30 P.M.
at the Justice Court Building on Nest 18th Street,
Costa Mesa, California.
Present: Councilmen -Martin, Miller, Pelson, Smith
and TeWinkle. :
Absent: None
Officials
Present: City Clerk Swartz, City Attorney Dungan,
City Manager Coffey. -
MINUTES The minutes; of the regular meeting of September 8th,
1953 and;the adjourned meeting of September 14th,1953,
were read and approved as read.
C01411UNICATIONS The Clerk read a letter from Mr. C. L. George of
2302 Elden Avenue, requesting permission to encroach
upon a public street for construction of a macadam
driveway. On motion of Councilman Miller, seconded
by Councilman Smith and carried, the request was refer-
red to the Streets and Highways Committee.
k letter from the Health Department of the County of
Orange regarding the impounding of stray dogs was read.
On motion of. Councilman Nelson, seconded by Councilman
Martin it was referred to the City Attorney.
ORDINAUNCE Ordinance No. 24 being an ordinance "ESTABLISHING A
NO. 24 STANDARDIZATION SALARY SCHEDULE FOR EM?,LOYEES" was
SALARY presented and after full reading thereof Councilman
SCHEDULE Nelson moved the adoption of Ordinance No. 24. The
motion was seconded by Councilman Miller and carried
by the .foll&viing vote: :
AYES: Councilmen Martin, Miller, Nelson, Smith and
ToW inkle. . .
NOES: None.
RESOLUTION Councilman Miller presented and moved the adoption of
NO. 14 Resolution No. 111, IIZSTABLISHING A SALARY RANGE FOR
SALARY RANGE CERTAIN EMPLOYEES". Councilman Nelson seconded the
motion and it was carried by the following vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and
TeWi nkle.
NOES: None.
RESOLUTION Councilman Smith presented Resolution No. 16,
NO. lei "AUTHORIZING A LEASE BY THE CITY OF A BUILDING FOR A
LEASE?.CITY. FLILLL: CITY HALL% Councilman Miller moved that Resolution
No. 16, be adopted the motion was seconded by Council-
man Smith and was carried by the following vote:
AYES: Councilmen Martin, Miller, Nelson, Smith and
TeW inkle .
NOES: None,
RESOLUTION Councilman: Smith presented and moved the adoption of
NO. 15 Resolution No. 15,"ACCEPTING A CONTRACT WI'UT JACK RAUB
RAUB � PA.^LTERSON - AND R. L. PAT'TEERSON FOR CERTAIN ENGINEERING SERVICES",
the motion was seconded by Councilman. Miller and carried
.by the following vote :
AYES: Councilmen Martin, Miller., Nelson, Smith and

COM�'IUNIC.A_TIONS -. letter from the Parking Committee of the
Costa Mesa Chamber of Commerce requesting in-
formation regarding a Parking District was
p_resented.and read. On motion by Councilman
Martins seconded by Councilman Miller that the
inquiry be referred to Councilman Nelson for a
survey of the matter.
Mr. R. D. Flaherty addressed the Council em-
phasizing the need for additional off-street
parking in the business district and urged
.speed in making the survey.
4 full and lengthy discussion of the proposed
business license ordinance was held whereat
numerous citizens of. the City of Costa Mesa
expressed their opinions regarding this ordinance.
ADJOURIZ11ENT On motion of Councilman. Miller, seconded by
Councilman Martin and carried, the meeting
adjourned to 7:30 P.M. September 28th, 1953
