MINUTES OF THE CITY COUNCIL
CITY OF COSTA MESA
SEPTEMBER 28th,1953.
ROLL CALL The City Council of the City of Costa Mesa met at a
regular adjourned meeting September 28th, 1953, at
7:30 P. M., at the Justice Court Building on West
18th Street, Costa Mesa., California.
Present:
Absent:
Officials
Fresent:
Councilmen Martin, Miller, Nelson and
Smith.
Mayor TeViinikle .
City Clerk Swartz, City Attorney Dungan
and City Manager Coffey.
It was moved by Councilrman Martin, seconded by
Councilman Smith and carried that Councilman Nelson
be appointed Mayor pro -tempore.
COMMITTEE Councilman Miller of the Streets and Highways Corn -
REPORT mittee moved that permission be granted to Mr. C.L.
George 2302 Elden Avenue, to construct a macadam
driveway from the paved section of Elden Avenue to
his property line. The motion was seconded by
Councilman Smith and unanimously carried.
VARIANCE It was moved by Councilman Martin, seconded by
V_ 1302 Councilman Miller and unanimously carried, that the
sign ;located at the Coastal Motor Sales, 1984. Newport
Boulevard have a ground clearance of not less than
six feet.
ORDINANCE Councilman Martin presented Ordinance -No. 25. An
NO, 25 ordinance "PROVIDING FOR LICEI`ISING AND REGULATING
BUSINESS THE CARRYING ON OF VARIOUS PROFESSIONS, TRADES,
LICENSES C,1LLINGS, BUSINESSES AND OCCUPATIONS AND PRESCRIBING
(FIRST A PENALTY FOR THE VIOLATIONTIHEREOF". After full
READING) reading of. the Ordinance, Councilmen Miller moved
that this constitute the first reading of Ordinance
No. 25. The motion was seconded by Councilman Smith
and unanimously carried.
RESOLUTION Councilman Smith presented Resolution No. 17, " A
NO. 17 RESOLUTION PRESCRIBING, THE DUTIES, QUALIFICATIONS,
QUALIFICATIONS AND REQUIREMENTS OF CHIEF OF POLICE, AND FISCAL
OF POLICE CHIEF OFFICER". Councilman Martin moved the adoption of
& FISCAL OFFICER Resolution No, 17. The motion was seconded by
Councilman Miller and carried by the following vote:
AYES: Councilmen Martin, Miller, Nelson and Smith.
NOES: None

ADJOURNMENT On motion by Councilman Miller, seconded by Council-
man Martin, the meeting was adjourned to October 5th,
1953 at 7:30 P. M..
