MINUTES OF THE CITY COUNCIL

The Council of the City of Costa Mesa met at a
ORDINANCE Ordinance No. 29 being an ordinance "PROHIBITING
NO. 29 USE OF STREETS FOR STOR_kGE OF VEHICLES", was read;
PROHIBITING USE whereupon Councilman Nelson moved that this reading
OF STREETS FOR shall constitute the first reading of Ordinance

REPORTS
Treasurer Ries submitted a statement of Receipts and
Disbursements for the -month of October 1953. On
motion -of -Councilman Smith, seconded by Councilman
Martin and unanimously carried, was ordered filed with
the City Clerk.

Councilman Miller -moved -that further reading of the
ordinance be waived. The motion was seconded by

PERMITS

permit to operate one Juke Box at 1876 Harbor Blvd.,
was presented. It was moved by Councilman Smith,
seconded by Councilman Nelson and unanimously

A letter from A.. A.. Scheiber requesting a Dance permit
for the premises at 1876 Harbor Blvd., was read.

Councilman Martin moved -for a delay in granting this
permit pending -investigation. The motion was seconded
by .Councilman Miller, and. -.unanimously carried.
An application.,was-_presented by the Santa Ana Novelty
Co., for a business license covering seven amusement
machines ar locations noted upon application. It
was, moved-- by -Councilman. -Nelson that an investigation
be made by y the Chief of Police before granting this
business license. Motion seconded by Councilman
Martin ,and unanimously carried.
-VARIANCE
Upon the recomwndation of !City Manager Coffey,

Councilman Martin moved that the request of the
Laguna-, Beach 4ncol_n-Me' .cury for a sign variance be
tabled,, -for further study. Motion was seconded by
Councilman Smith and -unanimously carried.

City Manager Coffey reported on the progress of the
alteration of the City Offices.

RESOLUTION Resolution No. 32, being_a resolution,"AUTHOR-
NO. 3.2 IZING THE CITY MANAGER TO HIRE SERVICE FOR THE
CITY HAIL" - was read, Councilman Smith moved the
adoption of Resolution No. 32. The motion was
seconded by•Councilman Miller and carried by
the following _vote:
AYES: Councilmen Martin, Miller, Nelson,- Smith,
and TeWinkle.
NOES: None.
On motion.of.Councilman Martin seconded by
Councilman Miller and.unanimously_..carried, the
City Manager was authorized to accept bids for
a heating..unit for the City Offices.
Councilman Nelson moved that the City Manager be
authorized -to secure Hold Up Insurance. The
motion was seconded by --Councilman Smith and unan-
imously_. carried.
RESOLUTION
No. 33
HURETY BOND
Councilman .:Smith moved that the City Manager be
granted-permission-.to.arrange-with the Telephone
Ccmpany-for suitable telephone circuit at the
City.Hall. The motion was seconded by Councilman
Miller and>unanimously carried.
Councilman:Smith moved that the Fiscal Officer be
authorized to accept. --payment of Business Licenses
without delinquency.penal.ty for an additional
thirty days. The motion was seconded by Council-
man Miller. -and -unanimously carried.
Councilman --Martin moved that the City -Manager send
letters of appreciation.to.those who so ably
assisted the`City.Officials on Halloween night.
On recommendation of City Manager Coffey_,_ Council-
man Nelson moved the adoption of Resolution No. 33.
"AUTHORIZING A SURETY BOND FOR THE ADMINISTRATIVE
CLERK STENOGRAPHER IN THE SUM OF $1,000.00.
Councilman.Martin seconded the motion,__ The reso-
lution was ,passed by the following vote:
AYES: Councilmen Martin,. Miller,. Nelson.,__Smith
and TeWinkle.
NOES: None.
ADJOUREMENT On motion of Councilman Martin,- seconded by
Councilman Nelson and unanimously carried,.the
meeting_was,adjourned.
