The Council of the City of Costa Mesa met at a ORDINANCE Ordinance No. 29 being an ordinance "PROHIBITING NO. 29 USE OF STREETS FOR STOR_kGE OF VEHICLES", was read; PROHIBITING USE whereupon Councilman Nelson moved that this reading OF STREETS FOR shall constitute the first reading of Ordinance STORAGE �' No. 29. The motion_ was seconded by Councilman VEHICLES' Martin and unanimously carried. (FIRST ,REA;DIilTG) 4 regular meeting November 2nd, 1953, at ?:30 Po M- at the Tus•tice,Court Building, West 18th Street, - Costa Mesa, California. - Present: Councilmen Martin., Miller, Nelson, Smith -and Mayor TeWinJkle.1 Absent: None Officials Present: City Clerk Swartz, City Attorney Dungan, Treasurer Ries. City Manager Coffey and Chief of Police McKenzie. REPORTS Treasurer Ries submitted a statement of Receipts and Disbursements for the -month of October 1953. On motion -of -Councilman Smith, seconded by Councilman Martin and unanimously carried, was ordered filed with the City Clerk. ORDINANCE _ -The title -'of Ordln' ante No. 26 being an ordinance N0.-26 "PROHIBITING CERTAIN -GAMES OF CHANCE IN THE CITY OF PROWBITING COSTA MC -SA AND PROHIBITING THE MAINT'ENA'NCE OR DRkV--POKER_ OPERATION OP - CERTAIN PLACES 1i , was read, whereupon (SECOND READING) Councilman Miller -moved -that further reading of the ordinance be waived. The motion was seconded by Councilman -Smith and unanimously carried. Councilman Martin moved the adoption of Ordinance No.-:26-*TYie motion was seconded by Councilman Smith .":and carried by the following vote: AYES: Councilmen Yartin, Miller, Ielson, Smith and TeWinkle'. _ NOES: None . - . ' ORDINA'NGE The title of Ordinance No. 27, being an ordinance N0. 27 "ESTABLISHING THE HOURS OF BUSINESS OF THE CITY HOURS OF OFFICES", was read$ whereupon Councilman Smith moved BUSINESS • that Pu'rther reading of the ordinance be waived. NOES: None. -ORDIP4NCE Ordinance No. 28 being an ordinance "REGULATING THE NO. 28 PARKING OF MOTOR VEHICLES WITHIN THE., INCORPORATED PkRKMTG TERRITORY OF TETE CITY CF COSTA MESA" , was read, " (FUST READING) whereupon Councilman Smith moved that this reading constitute the first reading of Ordinance No. 28. . INTERSECTION, OF _ EIGH R'TH STREr:T AI�?D (FIRST ."READING), TUSTIN AVEINNE", was read,, whereupon Councilman Smith Roved that this reading shall constitute the first reading of Ordinance No. 30. RESOLUTION Resolution No. 31 being;a-resolution,"APPROVING .NO.: 31 1,1 ; iOR4NDUM OF AGREEMENT FOR GAS TAY ALLOCATION FIRST FOR RECONSTRUCTION OF SUPERIOR AVENUE", was SUPPLEMENT TO presented and read. Councilman Martin moved the -. GAS TAX adoption of Resolution No. 31. Councilman Miller ALLOCATION seepnde'd the motion and;it was carried by the following- vote: , _. A -S:- COUNCILMEN martin, Miller, Nelson, Smith and TeWinkle. NOES:- None, PERMITS The,applieatim df W. 0;,,,Hennings, requesting a permit to operate one Juke Box at 1876 Harbor Blvd., was presented. It was moved by Councilman Smith, seconded by Councilman Nelson and unanimously carried_ -that_. the--permit-.be- granted® r A letter from A.. A.. Scheiber requesting a Dance permit for the premises at 1876 Harbor Blvd., was read. 4 Councilman Martin moved -for a delay in granting this permit pending -investigation. The motion was seconded by .Councilman Miller, and. -.unanimously carried. An application.,was-_presented by the Santa Ana Novelty Co., for a business license covering seven amusement machines ar locations noted upon application. It was, moved-- by -Councilman. -Nelson that an investigation be made by y the Chief of Police before granting this business license. Motion seconded by Councilman Martin ,and unanimously carried. -VARIANCE Upon the recomwndation of !City Manager Coffey, V-1375-,- Councilman Martin moved that the request of the Laguna-, Beach 4ncol_n-Me' .cury for a sign variance be tabled,, -for further study. Motion was seconded by Councilman Smith and -unanimously carried. ORDINANCE Councilman Smith presented Ordinance No. 31, being an NO. 31 ordinance'- "REGULATING ,THE -ERECTION, CONSTRUCTION, BUILDING, -REPAIR,. ENLARGEMENT, ALTERATION, REMOVAL, DEMOLITION, .ELECTRICAL 4D. SANITATION, AND OCCUPANCY OF ALL BUILDINGS AND PLUMBING, CODE STRUCTIONS9 .ADOPTING PLUMBING AND ELECTRICAL CODES - ,(FIRST. READING) PROVIDING FOR PERMITS -AND PENALTIES THEREUNDER AND _ ' REPEALING,.ORDIIV_ANCES _NO. 10, 11, and 12. Councilman Smith moved, *:that,, thisconstitute the First Reading of Ordinance No. 31. The motion was seconded. by Councilman;Miller and,unanimously carried. RESOLUTION Resolution W-3 was presented and read. Whereupon Councilman Ne-lson.moved the adoption of Warrant' Resolution W-3. The motion was seconded by Councilman.Martin and carried by the following vote: AYES: Councilmen Martin, Miller, Nelson, Smith and TeWinkle. NOES: None. City Manager Coffey reported on the progress of the alteration of the City Offices. 1 RESOLUTION Resolution No. 32, being_a resolution,"AUTHOR- NO. 3.2 IZING THE CITY MANAGER TO HIRE SERVICE FOR THE CITY HAIL" - was read, Councilman Smith moved the adoption of Resolution No. 32. The motion was seconded by•Councilman Miller and carried by the following _vote: AYES: Councilmen Martin, Miller, Nelson,- Smith, and TeWinkle. NOES: None. On motion.of.Councilman Martin seconded by Councilman Miller and.unanimously_..carried, the City Manager was authorized to accept bids for a heating..unit for the City Offices. Councilman Nelson moved that the City Manager be authorized -to secure Hold Up Insurance. The motion was seconded by --Councilman Smith and unan- imously_. carried. RESOLUTION No. 33 HURETY BOND Councilman .:Smith moved that the City Manager be granted-permission-.to.arrange-with the Telephone Ccmpany-for suitable telephone circuit at the City.Hall. The motion was seconded by Councilman Miller and>unanimously carried. Councilman:Smith moved that the Fiscal Officer be authorized to accept. --payment of Business Licenses without delinquency.penal.ty for an additional thirty days. The motion was seconded by Council- man Miller. -and -unanimously carried. Councilman --Martin moved that the City -Manager send letters of appreciation.to.those who so ably assisted the`City.Officials on Halloween night. On recommendation of City Manager Coffey_,_ Council- man Nelson moved the adoption of Resolution No. 33. "AUTHORIZING A SURETY BOND FOR THE ADMINISTRATIVE CLERK STENOGRAPHER IN THE SUM OF $1,000.00. Councilman.Martin seconded the motion,__ The reso- lution was ,passed by the following vote: AYES: Councilmen Martin,. Miller,. Nelson.,__Smith and TeWinkle. NOES: None.
