The City' Council, of the City of Costa Mesa met in
a regular session at the Justice Court Building,
West 18th Street, -Costa Mesa, California at 7:30 P.M.
-November 16th, 1953.

MINUTES
On..motion-of Councilman Smith,.seconded_.by Council-
man Miller the minutes of the previous meeting,
-November'2nd, 1953.- were approved as read.
PETITIONS
Petition containing--approcimately 80 signatures was
read, protesting_ -the closing. -of Walnut Street,. between
Fullerton" -and -Orange _Avenues. Several citizens spoke
requesting: -_Council action to stop further building on
Tract 1678: Mayor TeWinkle appointed City Manager
Coffey'and-City_.Attorney. Dungan as a committee to
-arrange-,& & meeting -of -interested parties with hope of
finding.an equitable solution.

Automobile Club -regarding. -the erection and
maintenance of traffic• signs .
On motion of Councilman Nelson seconded by

Manager and Councilman Smith -were appointed as a
ccmmittee•to4tudy'and with power to act on the
bids received -on the heating.. -system for the
City Hall.

The monthly.report-on receipts -and disbursements
was presented and on motion of Councilman Nelson,

-Mr. Jack Raub suggested that a study,be_made of
the drainage. -problem within the City. Mayor.,
TeWinkle appointed the City Manager to meet with
Mr. Raub and discuss the matter.

Mr. Frank Woodland and others requested the'Council
to amend the Business License Law to exclude Real
Estate Salesmen from the requirement of having.a
business license..
