MINUTES OF THE CITY .COUNCIL
CITY OF COSTA MESA
DECEMBER 7th,: 1953..
The Council of the :City of. Costa Mesa- mist at a
regular mesting_:at the Sustice Court Building,
West 18th Street,_ Costa Mesa,_ Califoraia,
December 7th,_1953.-At 7s30 P. M.
Present: Councilmen'Martin, Miller, Nelson, Smith
and Mayor TeWinkle.
Absent: None.
-Officials
Presents City_,Clerk Swartz, City Attorney Dungan,
Treasurer Ries, City_ Manger Coffey.
MINUTES City_..C1erk Swartz read the minutes of the meetings
of November 16th,.November 23rd and November 25th,1953•
On motion of Councilman Smith,. seconded -by -Councilman
Miller and unanimously carried, the minutes of the
previous meetings -were approved as read.
COMMUNICATIONS Mr, Larson, representing -the Foster & Klelser Co.,
discussed with -the Council the license fee for
outdoor advertising -and requested a more equitable
rate. Councilman Nelson moved that the license fee
for outdoor advertising -be changed -to read,$8.00 per
panel, with A minimum fee of $32.00. The motion was
seconded by Councilman Martin and unanimously carried.
Thereupon Ordinance No. 34 was presented.
ORDINANCE Ordinance No. 34 being an ordinance "AMENDING SECTION
N0. 34 2a,-ARTICLE,10 OF ORDINANCE NO. 25, " was read.
AMENDING Whersupon'Councilman Nelson moved that this reading
ORDINANCE NO.25 constitute the first reading -of Ordinance No. 34.
(FIRST READING) The motion was seconded by Councilman Martin and
unanimously carried.
The communication from the Mesa Theatre regarding
the business.license fee for Theatres was presented.
On motion of Councilman Miller, seconded by Council-
man Nelson -and unanimously carried, was ordered filed.
BLANKET The following offers were received for Employees
BOND BIDS Blanket Bond coverage:..
-Hartford Insurance Co. $187.00
Firemen's Insurance Co. 182.70
All premiums based on a three year period.
Councilman Miller moved that the offer of the
Firemen's Insurance Co. be accepted. The motion
:was seconded by.Councilman Martin and carried by
the following.vots:
AYES: Councilmen Martin._ Miller,, Nelson,- Smith
and Winkle.
NOES: None.`.
OFFICE OF City-Managor,-Coffay_requOsted that the office of
DEPUTY FISCAL Deputy Fiscal =Officer, at •a salary_ range- No. 28,
OFFICER be established. Councilman Miller moved that such
an office be established.- The motion was lost for
want of -:a second. Councilman Nelson moved that the
-request be tabled for,further study. The motion
was seconded by Councilman Miller and unanimously
carried.'
OFFICE..._ On motion of Councilman Smith, seconded by.Council-
FURNITURE man Miller -and unanimously carried, the City Manager
was authorized;to receive bids for necessary -office
furniture.

AUTO BIDS
The Council was informed that Robert Boney was

not willing_ -to rent one police car to the City.

Thereupon Councilman Smith moved that the City

purchase one Ford police car from -Theo Robbins
on the same terms as previous purchase. The
motion was seconded by Councilman Miller and
carried'by the following votes

City_=Manager Coffey informed the Council that the
NEWPORT VISTA.
Newport -Vista Vract.would welcome annexation to the
TRACT.. `.
:City -of Costa�Mesa. It was moved by Councilman_
Smith; seconded by Councilman Miller and unanimously
carried that the City Attorney. secure a description
of the b6dadaries ,and `take the necessary first steps
toward the annexing_. of this area.

RESOLUTION Warrant Resolution No., w-6 was presented and read.
w. 6 Thereupon. -Councilman Miller moved the adoption of
Warrant Resolution No. w-6. The motion was seconded
by Councilman Smith and carried by the following -vote:

PERMITS Application of the Orange_County, Music Co. to
operate a Tule Box at Harolds Cafe, 1676 Newport Blvd.,
-Costa Mesa, was presented. It was moved by -,Council-
man Millert seconded by Councilman Smith and
unanimously.carried, that the application be approved.
Application of J. Grant Florin to operate a Xmas Tree
Sales Yard at 1765.Newport Blvd.,. Costa Mesa, was
presented. A -motion for the approval of the appli-
cation was made by Councilman Miller, seconded by
Councilman Smith and unanimously carried.
Application for an exempt license to sell Xmas Trees
on the lot next to the Costa Mesa Bank was made by
the Boy Scouts of America, Sea Explorer Ship #306,
was presented. A motioa to grant an exempt license
was made by_. Councilman .Miller, seconded by Council-
man -Martin and unanimously.carried.
An application was made by the Harbor Area Y's Men
Club for an exempt license to sell Xmas Trees.at
Newport Avenue and West 18th Street was presented,
It .was moved by Councilman Smith, seconded by
Councilman Nelson and unanimously carried that an
exempt license be granted.
An application by Raymond Horstmeyer, a disabled
veteraa,:for an exempt license to sell Xmas Trees
at 1889.Harbor'Blvd., was -presented, Motion made
by.Councilman.Miller,- seconded by Councilman Martin,
to approve application was unanimously --carried.
Aa appl.ication_by_the Santa Ana Detachment, Marine
Corps League for.an exempt license to solicit ad-
vertising__from Costa Mesa :business men for the
purpose of conducting.a, County wide Beauty Contest,
and publishing,a Special Orange County Edition of
their.State Publication, the entire proceeds -to be
used for the relief of Marine Corps personnel and
:their families,.was presented. It was moved by
Councilman Miller,.seconded by Councilman Nelson
and unanimously carried -that the application be
approved,
The Business MoW s Organization has requested per-
mission to install Xmas Trees along_the west side
of Newport Boulevard.. An.encroachment permit has
been granted by -the California State Division of
Highwayp._. Motion made by. Councilman Nelson* seconded
by Councilman Smith, that permission be granted for
the installation of the trees subject to the approval
of, the City Manager and City Attorney. Motion
carried unanimously.,
Chief of Police McKenzie suggested that some pro-
vision be made for the clearance of lots after the
sale of Xmas Trees, It was moved by.Councilman
Smith seconded by Councilman Martin and unanimously
carried that the clearance of the lots this year
would determine the issuance of a free license next
year,

The- Planning.:Ccmmittee submitted the following

The, application of Paul Parks for a permit to
move a'building..to 1916: Harbor Blvd..,_was present-
ed. It was mored by -Councilman Martin, seconded
by Councilman Miller and unanimously carried that
the permit be granted.

ad. an motion. of,'Councilman Smith, seconded. by
Councilman Millbr.aud unanimously carried, the
permit was granted.
The application of Edna Pope for a permit to move
'a building;'to 750 West" -17th Street, was presented.

was moved by -Councilman Smith that the -permit be
granted. The motiou- was seconded by -Councilman

variance be denied in accordance with the recommend-

PETITIONS Mr, W. H. Caldwell presented a petition requesting
the abandonment of a seven and one half fool; alley
along the Southwesterly line of Tract 751. On
motion of Councilman Nelson, seconded by Councilman
Martin and unanimously carried, that the granting
of the petition be denied.
A Right of Way.Deed for the extension of Plummer
Street from Anaheim to Pomona Streets was presented.
It,was moved by -Councilman Smith that the accept-
ance of the Deed.be deferred until improvements of
curbs --and streets are made. The motion was
seopuded by Councilman Nelson and unanimously
carried.
The City Manager was requested to obtain inform-
ation concerning --.the County's intention of
completing certain street improvements.
ADJOURNKW On motion of Councilman Martin, seconded by
Councilman Smith.'the meeting -was adjourned to
